Refer Certain Offenses to the Speaker of Parliament for Discretionary Sanction.​

Preamble:
Certain offenses strike at the integrity of democratic governance, public finance, and institutional trust within the Azalea Isles. Where such conduct involves a Member of Parliament, it is necessary to provide a clear mechanism for internal parliamentary review and sanction. This Act establishes a referral process to the Speaker of Parliament and grants discretionary authority to propose parliamentary sanctions.

1. Short Title and Enactment
(a) This Act shall be referred to as the “High Offenses Parliamentary Act”
(b) This Act was authored by Anthony Org.
(c) This Act comes into force immediately upon passage.

2. Covered Offenses
(a) The following offenses shall be subject to referral under this Act:
(i) Obstruction of Justice
(ii) Corruption
(iii) Bribery
(iv) Treason
(v) Stock Manipulation
(vi) Enterprise Tax Evasion
(vii) Financial Institution Tax Evasion
(viii) Criminal Fraud
(ix) Undermining Democracy
(x) Electoral Dissuasion
(xi) Coercive Behavior
(xii) Electoral Fraud
(xiii) Bank Robbery

3. Referral to the Speaker Upon Conviction
(a) Upon conviction of a Member of Parliament for any offense listed in Section 2, the matter shall be referred to the Speaker of Parliament by a member of the Judiciary.

4. Authority of the Speaker
(a) Upon referral under Section 3, the Speaker of Parliament shall review the conviction and may, at their discretion, introduce a motion before Parliament proposing one or more sanctions.

(b) The Speaker shall not unilaterally impose sanctions. Any sanction must be approved by a majority vote of Parliament.
(i) Censure;
(ii) One (1) week suspension from parliament;
(iii) Two (2) week suspension from parliament;

5. Enforcement and Record
(a) The Speaker shall maintain a public record of sanctions imposed under this Act.
