This property has an accessible staircase. Staircases are not subject to the visibility requirement.

(iii) All properties on a “B” plot with between two and eight stories must have at least one safe alternate exit. This may be an External Fire Escape, an accessible staircase, or a ladder. This ladder must be either unbroken, or if segmented, must be immediately visible and no further than 10 blocks away from the previous section.

I am referring to the ladder that leads to the lower basement floors - the one accessed by hopping up into the central unit on the ground floor. This ladder is not visible from the staircase, and thus is in breach of the regulations.

It is accessible to those who have access to the trapdoors. The law does not require that all areas of a plot must be accessible to the public. That would be ludicrous.
