Notes: The owner was present but when asked if i could enter the property, they said they did not consent to warrantless searches. The IRA never indicates a search to occur at any given time. Only inspections take place. By basic English this word means the following across multiple dictionaries.

No search was ever going to occur on the premise, nor did one ever occur during this inspection.
The owner clearly has machinery present showing signs of industry. As present via a picture taken from the inspector. Provided here. All inspections can be performed on public property via a public power pylon and public production monitor on the edge of a property, an inspector can open said devices from public property, never entering the property is 100% possible during inspections. If the owner wants to maintain privacy or deny entry to the property they can direct inspectors towards either of these devices on their property boundary where said inspection can occur without entering the property. Passes have already been given to other property with this exact setup where the inspector doesn't need to enter the property in order to do their job.
This report is not completed nor is its final determination complete until signed off by the MUD minister by leaving a comment below indicated it is complete.
