Preamble: To mandate the installation of Power Receivers and Pylons on business plots, to establish enforcement mechanisms for electrical connectivity, and to amend the Purposeful Plots Act to allow for expanded Ministry oversight of industrial machinery and power production. Recognizing that universal access to power is essential for a functioning business district; and seeking to eliminate “dark plots” that hinder regional growth, this Act mandates basic electrical infrastructure for all owned business properties while providing the Ministry of Urban Development with the tools to oversee a transition to a government-owned power grid. Additionally, this Act resolves a current contradiction in the law whereas internal MUD policy allows for green electricity and the Purposeful Plots Act specifically bans manufacturing and power producing machinery on non i-plots.
1. Short Title
(a) This bill shall be referred to as the “Electrify Azalea Act.”
(b) This bill is authored by Lil Digi.
2. Requirement of Electrical Connections
(a) All owned business plots shall be required to have at least one (1) Power Receiver within the property boundaries.
(b) If a business plot does not have at least one Power Receiver within the property boundary:
(i) After a warning from the Ministry of Urban Development (“MUD”) of at least 5 days, an administrative fine of $500 per month shall be levied against the property owner for “Failure to Connect”.
(c) MUD shall develop internal policies and procedures surrounding warnings and enforcement.
(d) MUD retains the ability to grant exceptions for Failure to Connect violations.
3. Amendment to Purposeful Plots Act
(a) The Purposeful Plots Act Section 4(a) shall be amended as follows:
“Industrial Machinery may only be set up on I plots with the exception of a subset of blocks managed by the Ministry of Urban Development MUD for non-manufacturing non-power production purposes.”
4. Ministry of Urban Development Directives
(a) The Ministry of Urban Development shall conduct at least one feasibility analysis and evaluate initiatives to:
(i) Provide Power Receivers to business plot owners free-of-charge.
(ii) Develop a government-facilitated power grid.
Enactment: This Act comes into force on June 1st, 2026, with enforcement dates to be created by MUD thereafter.
