TO


Protect landlords from being partially or fully responsible for crimes committed using their land, buildings, or other property by tenants. Additionally, establish the process of eviction, and other acts landlords may require through written legislation.
Preamble: The purpose of this bill is to protect landlords from being unjustly held at partial or full responsibility for crimes committed by their tenants using the landlord's property. This bill aims to ensure that landlords are not unjustly charged for the illegal actions of their tenants, while also establishing clear reporting requirements, encouraging background checks, and defining lease agreement responsibilities. Additionally, it provides a legal mechanism for landlords to seek compensation for property damages caused by their tenants' criminal activities, outlines the process of eviction, and introduces penalties for tenants who make false claims against landlords in retaliation for reporting criminal activities. Furthermore, this bill grants the Ministry of Urban Development the power to evict tenants at the landlord's request, ensuring landlords can effectively manage their properties.


1 Definitions
(a) Landlord: An individual who rents land, a building, or an apartment to a tenant.
(b) Tenant: An individual who occupies land, a building, or an apartment, rented from a landlord.
(c) Eviction: The action of expelling a tenant from a property
(d) Background Check: A process a person or company uses to verify that an individual is who they claim to be. This also provides an opportunity to confirm the individual in question's criminal record, as well as any other relevant histories or experience.

2 Protection from Criminal Liability
(a) Landlords shall be protected from being charged with crime(s) committed by their tenants. More specifically, crime(s) that occurred using the landlord's property to commit such crime(s).
(b) If the crime(s) committed involve the physical alteration of the landlord's property, the landlord is granted the opportunity to stand before a judge and request compensation to pay for any damages to their property.
(c) Judges may issue compensation of no more than $500

3 Landlord Awareness and Accountability
(a) If it is revealed that the landlord was aware of the tenant's crimes committed using the landlord’s property and did not attempt to report them, the landlord shall be subject to punishment.
(b) A landlord found to be aware that their tenant has committed crimes using the landlord’s property and made no effort to report such crimes shall be subject to being charged with the crime of the tenant. This is, of course, subject to a judge's ruling.
(c) The Ministry of Justice will oversee that any individual the above applies to is sued by the government.

4 Reporting Requirements
(a) Landlords must report any suspected criminal activities of their tenants to the Ministry of Justice within 7 days of becoming aware of such activities to retain protection under this Act.
(b) Failure to report suspected criminal activities within the specified timeframe will result in the landlord losing the protections provided by this Act.
5 Background Checks
(a) Landlords are encouraged to, though of course not required to, conduct background checks on prospective tenants, when possible, to ensure a safer rental environment and reduce the risk of criminal activities on their property.
(b) Landlords who conduct background checks and provide documentation of such checks are eligible to receive additional legal protections and/or compensations in the event of tenant criminal activities.

6 Lease Agreements
(a) Tenants must sign a lease agreement acknowledging their responsibility for any criminal activities and damages caused to the property, specifically those resulting from criminal activity, during their tenancy.
(b) Should a landlord not wish to establish their own: Subregion rent signs, when right-clicked by a tenant, can also be considered a tenant's lease agreement under this Act, acknowledging their responsibilities as established here.

7 Penalties for False Claims
(a) Tenants who are found to have made false claims against landlords in retaliation for reporting criminal activities shall be subject to legal penalties, through the court of law.
(b) The landlord must file a lawsuit against the tenant in question to be eligible for a court order mandating compensation for any damages, including physical or reputational harm, caused by the false claims.

8 Eviction Process
(a) The Ministry of Urban Development is granted the power to evict a landlord's tenant, only upon the landlord's request.
(b) Such ministry must establish a location on its website (discord) where landlords can formally submit an eviction request.
(i) Additionally, The ministry must establish the procedure that a landlord must follow to submit such an eviction request.​
(d) The Ministry is not responsible for any wrongful and/or illegal evictions and is not required to verify the legality of such evictions.
(e) Landlords retain the right to evict the tenants of their own property when desired. However, the legality of such eviction must be determined by the landlord, and any legal repercussions fall directly on the landlord and their decision to evict.

9 Enforcement
(a) The Ministry of Justice, along with the courts, will handle the enforcement of this bill.
(b) Any prosecution under this bill will be carried out by the Ministry of Justice, ensuring that all legal actions and penalties are appropriately applied.
(i) This only applies unless stated otherwise, elsewhere in the bill.
(ii) Alternatively, an individual may choose not to use the Ministry of Justice’s prosecutor, and instead acquire the aid of a private practice lawyer.
Enactment: This amendment comes into force immediately upon passage.
