Provide controls to excess fuel burning


1. Short Title
(a) This bill shall be referred to as the "Burning Reduction Act".

2. Definitions
(a) "Fuel Burning Power Sources" shall be defined as any source of power that relies on items or liquids being inputted in exchange for a electrical output.
(b) "MUD" shall be recognised as the Ministry of Urban Development.

3. Limitations on Fuel Burning Power Sources
(a) All fuel burning power sources (bar a single maintenance generator) excluding that of Nuclear Power shall be required to have a system applied to automatically toggle production during times within which the power produced is not being consumed or stored in battery banks.

4. Enforcement
(a) Any plot that reaches over 1,000 pollution units may at any point be spot checked by a MUD Employee after authorisation has been given by the Minister of MUD in order to check only for compliance with this act and no other.
(a.i) MUD employee's given the relevant authorisation and which can provide evidence of a plot emitting over the given value may enter with or without the owners consent, but only after none forceful entrance options have been excused.
(b) Should a plot be found in violation of this act a cease and desist notification may be dispatched to the owner to provided by the inspecting MUD employee or the Minister/Deputy Minister.
(b.i) Individuals shall be warned by MUD if they exceed the pollution cap. MUD may issue a second warning four days after issuing the first. If, a total of 7 days after the first warning, pollution still exceeds the cap, MUD may order the removal of industrialist machinery on the property, to be placed in a chest for the owner's recovery, so long as there was a second warning that was also issued at least 24 hours before machinery removal.
(b.iii) On the second instance of MUD needing to order a removal (not just issue a warning), MUD may instead opt to seize the offending industrialist machinery and sell at auction after a 5 day investigation period.
(b.iv) If pollution levels reach or surpass 2,000 units, and a inspection finds a plot in non-compliance, MUD may immediately seize the offending items 1 day after a single warning, but must return the items to the original owner within 5 days of a request being filed by the owner. The emergency warning shall also count as a warning towards section b.1 meaning only one additional warning must be given by MUD before they may procced to order a removal of industrialist machinery. If the emergency clause is required to be invoked twice in a row MUD may immediately move to seize the relevant offending items to then sell at auction.
(b.v) Should pollution surpass 3,000 units at any time for a plot, Parliament may hold an emergency majority vote to order the immediate removal of industrialist machinery on the property (to be placed in a chest for recovery) to prevent long lasting permanent and serve ecological damage. There is no need for a warning or waiting period under this circumstance.

Enactment: This Act comes into effect immediately upon passage of this bill.
