Provide controls to excess fuel burning


1. Short Title
(a) This bill shall be referred to as the "Burning Reduction Act".

2. Definitions
(a) "Fuel Burning Power Sources" shall be defined as any source of power that relies on items or liquids being inputted in exchange for a electrical output.
(b) "MUD" shall be recognised as the Ministry of Urban Development.

3. Limitations on Fuel Burning Power Sources
(a) All fuel burning power sources (bar a single maintenance generator) excluding that of Nuclear Power shall be required to have a system applied to automatically toggle production during times within which the power produced is not being consumed or stored in battery banks.

4. Pollution Limits
(a) Parliament shall be responsible for setting three pollution limits: the Overproduction Limit, the Emergency Limit, and the Parliamentary Action Limit.
(a.i) These limits will be set by Parliamentary vote and may be adjusted by Parliamentary vote, without requiring specific legislation.

5. Investigation
(a) Any plot that reaches or surpasses the Overproduction Limit may be spot checked by a MUD Employee, after authorization has been given by the Minister or a Deputy Minister of MUD, in order to check for compliance with Section 3 of this Act.
(a.i) MUD Employees given the relevant authorization, with evidence of a plot emitting over the Overproduction Limit, may enter with or without the owners consent (as allowed by MUD's building inspection powers), but only after non-forceful entrance options have been attempted, to investigate.
(a.ii) Individuals in violation of Section 3 may receive a cease and desist notification from the Ministry of Urban Development, if in significant violation of Section 3.
(a.iii) Failure to rectify the violation may result in fines being levied by MUD, and a removal order for industrialist machinery if not rectified within five days of a warning from MUD.
(a.iv) After the third violation, MUD may instead issue a seizure order, with the equipment to be sold at auction.

6. Pollution Limit Enforcement
(a) Individuals shall be warned by MUD if they exceed the Overproduction Limit. MUD may issue a second warning four days after issuing the first. If, a total of 7 days after the first warning, pollution still exceeds the cap, MUD may order the removal of industrialist machinery on the property, to be placed in a chest for the owner's recovery, so long as there was a second warning that was also issued at least 24 hours before machinery removal.
(a.i) On the third instance of MUD needing to order a removal (not just issue a warning) for exceeding the Overproduction Limit, MUD may instead opt to seize the offending industrialist machinery and sell at auction, after a 5 day investigation period that shall occur after the seizure.
(b) If pollution levels reach or surpass the Emergency Limit, MUD shall issue an emergency warning to the violating individual. If, after 24 hours, the pollution still surpasses the Emergency Limit, MUD may issue an emergency removal order, with the industrialist machinery being broken and placed in a chest for the owner's recovery.
(b.i) The emergency warning shall count as a warning towards the Overproduction Limit as well, meaning only one additional warning is required by MUD prior to issuing a removal order under the Overproduction Limit violation.
(b.ii) On the third instance of MUD needing to issue an emergency removal order, MUD may opt to seize the machinery for sale at auction.
(c) Should pollution reach or surpass the Parliamentary Action Limit at any time for a plot, Parliament may hold an emergency majority vote to order the immediate removal of industrialist machinery on the property (to be placed in a chest for recovery) to prevent long lasting permanent and serve ecological damage. There is no need for a warning or waiting period under this circumstance.
(d) Individuals may be fined $1,000 for an ordered removal under the Overproduction Limit, $2,500 for an ordered removal under the Emergency Limit, and $5,000 for an ordered removal under the Parliamentary Action Limit.

Enactment: This Act comes into effect immediately upon passage of this bill.
