Empower the Ministry of Agriculture and Wildlife to designate and manage National Parks for the protection of natural ecosystems, native species, and public recreational use.

Preamble:​

As the Azalea Isles continue to expand and develop, it is vital to protect the region’s natural landscapes, unique ecosystems, and endangered habitats. This bill grants the Ministry of Agriculture and Wildlife (MAW) the authority to establish and maintain National Parks. These parks will serve as protected spaces for wildlife conservation, ecological education, responsible recreation, and the preservation of Azalea’s environmental and cultural heritage.

1 - Designation of National Parks

(a)
The Ministry of Agriculture and Wildlife shall have the authority to formally designate any natural area, wilderness region, or ecologically significant landscape as a National Park.
(b) To be eligible for designation, a site must meet one or more of the following criteria:
(i) Contain unique or sensitive flora, fauna, or terrain,
(ii) Serve as a habitat for endangered or protected species,
(iii) Hold cultural, scenic, or ecological significance to the Azalea Isles,
(iv) Support biodiversity, conservation, or educational value.
(c) The Ministry shall maintain a Public Registry of National Parks

2 - Park Protections and Restrictions

(a)
Within the borders of any National Park, the following activities are prohibited unless expressly authorized by MAW:
(i) Construction or permanent alteration of the landscape,
(ii) Mob hunting, trapping, or animal capture,
(iii) Mining, logging, or large-scale resource harvesting,
(iv) Abandonment of pets, animals, or items,
(v) Dumping waste or polluting natural features.
(b) Passive recreation (e.g., hiking, sightseeing, photography) is permitted unless a park-specific restriction is in place.
(c) Park Rangers, appointed by MAW, shall be empowered to enforce all rules.

3 - Park Management and Infrastructure

(a)
MAW may construct the following inside National Parks for conservation and public use:
(i) Visitor centers or information signs,
(ii) Nature trails and scenic paths,
(iii) Observation platforms,
(iv) Campsites or event spaces (if approved by the MAW minister)
(b) Educational or conservation programs may be hosted in National Parks by MAW or with its permission.
(c) MAW may partner with organizations, individuals, or foreign nations to maintain parklands or co-host events.

4 - Enforcement and Penalties

(a)
Violations of park rules may result in:
(i) Fines ranging from $500 to $1,000,
(ii) Confiscation of illegally gathered resources or captured mobs,
(iii) Temporary or permanent bans from specific parks,
(iv) Referral to the Ministry of Justice for serious or repeated offenses.
(b) All special permits must be reviewed and approved by the Ministry and logged in a Registry.

5 - Transparency and Oversight

(a)
The Ministry must publicly announce the creation of each new National Park, including its boundaries and basic rules.
(b) Parliament retains the right to review or challenge any designation by majority vote.

Enactment: This Act comes into force immediately upon passage.
