Regulate the sale and distribution of spawn eggs in order to promote responsible mob handling and prevent black market breeding or wildlife exploitation.​
Preamble:
Establish a licensing and regulation framework for the sale and distribution of spawn eggs in order to promote responsible mob handling and prevent black market breeding or wildlife exploitation.

1 - Licensing Requirement for Spawn Egg Sales​

(a) Any citizen, business, or organization wishing to sell, trade, or auction spawn eggs must first obtain a Spawn Egg Vendor License issued by the Ministry of Agriculture and Wildlife (MAW).
(b) This license applies to all methods of transaction, including:
(i) Direct sales between players,
(ii) Chest shops and market stalls,
(iii) Auctions, giveaways, or promotional sales,
(iv) Any trade involving spawn eggs in exchange for items, money, or services.
(c) The license is not restricted to specific professions; anyone may apply, subject to approval by MAW.
(d) Licenses require the payment of a fee, with the cost regulated and adjusted by MAW.
(i) The base fee for any Spawn Egg Vendor License shall be no less than $500.
(ii) There is no maximum cap on license cost; rates may vary between individual and commercial applicants.

2 - Hostile Mob Egg Regulation​

(a) Vendors who wish to sell hostile mob spawn eggs must apply for an additional endorsement on their Spawn Egg Vendor License.
(b) Shops or displays selling spawn eggs must clearly label and physically separate:
(i) Passive/Neutral mobs from
(ii) Hostile mobs
(c) Failure to separate or properly label these categories may result in fines or license suspension.

3 - License Application and Verification​

(a) All license holders must be able to present their documentation upon request by:
(i) Government officials,
(ii) Ministry of Agriculture and Wildlife Park Rangers,
(iii) Market regulators or law enforcement.
(b) Licenses may be revoked or suspended for violations of this Act.

4 - Enforcement and Penalties​

(a) Any individual or business found selling spawn eggs without a valid license or endorsement may face:
(i) A fine ranging from $500 to $750 per offense,
(ii) Confiscation of all unsold spawn eggs in their possession,
(b) First-Time Offenders with Under 3 Days of Server Playtime:
(i) Shall receive a formal warning from the Ministry of Agriculture and Wildlife,
(ii) Shall be granted seven (7) days to obtain a license and comply with the Act,
(iii) Will not be fined or penalized if they comply within the grace period.
(c) Repeat violations or sale of unlicensed hostile spawn eggs may result in permanent license revocation and further penalties as deemed appropriate.

5 - Exceptions​

(a) This Act does not prohibit the use of spawn eggs, only their commercial sale or trade.
(b) Government agencies may distribute spawn eggs for authorized purposes, such as conservation, training, or events.

Enactment: This Act comes into force one (1) week after passage.
