Preamble: This bill clarifies individuals’ legal statuses prior to and after registering their documentation, and how that status affects their opportunities.
1. Short Title
(a) This bill shall be referred to as the "Proper Citizen Registration Act".
(b) This bill was authored by Lysander Lyon.
2. Document Registration
(a) All migrants to the Azalea Isles are required to complete their document registration process, as outlined in the tutorial, in order to become citizens.
(i) Migrants are not to be considered registered, legal citizens if they have not completed this process and registered their documents.
(b) After registering their documents, individuals become full legal citizens of the Azalea Isles, and are afforded all of the rights, responsibilities, and privileges therein.
3. Legal Names
(a) All legal agreements or official government documents shall use an individual’s legal name, as chosen in their registered documents.
4. Restricted Opportunities
(a) Non-citizens may not serve in the government in any function, including being hired by a Ministry.
(b) Non-citizens may not receive grants or government funds.
Enactment: This Act comes into force immediately upon passage.
