Standing Orders for the Azalean Parliament - 11th Parliament

1. Voting Activity

(a) Members not on leave will be in violation if they fail to vote on three consecutive bills, or three total bills in a one week span.

2. Voting Procedures
(a) Votes shall be conducted by an electronic tally with the options: Aye, Nay, or Abstain
(i) Abstains shall not be counted in the number of votes cast when determining whether a simple majority of votes cast exists.
(ii) Unless otherwise specified, votes shall pass or fail by a simple majority of votes cast.

(b) Any ballot must remain open for 48 hours to ensure Members have ample chance to submit their vote.
(i) The result of a vote may be completed early, even if the 48 hours has not elapsed, so long as no combination of pending or changeable votes can change the outcome, per the Parliamentary Procedure Act.

3. Motions and Resolutions
(a) Any Member may propose a motion or resolution by submitting it in writing to the Speaker.
(b) Motions will take effect as soon as a majority has been reached and do not require all members to submit a vote.
(i) Motions will not be recorded and any failure to vote cannot be used as justification for punishment or admonishment by any member of the house.

4. Confidence Votes
(a) A vote of confidence in Parliament, or a vote of no confidence in a specific official, may be requested via motion by any non-suspended member.
(b) Any such motion shall require another member to second it before it is valid for a vote to be called.
(c) Suspended members may file, second, and participate in motions of no confidence in the Speaker and/or Deputy Speaker.
(d) A vote of confidence may only be brought to vote once in any given calendar week. A vote of no confidence against a specific office may only be brought to vote once in any given calendar week.
(i) After such a motion is filed, seconded, and put to vote, any motion made in that calendar week to target the same office is invalid, even if it is also seconded.

Enactment: These standing orders shall take effect upon being passed by Parliament, and shall remain in effect for all following Parliaments unless repealed.
