Type: Act of Parliament
Preamble: This bill initiates the opening of import and export rights at the Port of Azalea, which has been turned over to the Azalea Isles by the Regalis Royal Ministry of Trade.
1. Short Title
(a) This bill shall be referred to as the "Open The Port Act".
(b) This bill was authored by Lysander Lyon.
2. Trading Rights
(a) By the end of May, auctions shall be held for each of the four docks the Azalea Isles have been given the right to manage. The docks shall each be assigned a letter by the government, and recognized by the government under this name, IE Dock A, although entities leasing each dock may call the dock something else.
(i) The auctions shall be held in such a manner that they conclude by May 31st, and the winners are granted their Registered Trader status on that day.
(ii) All future auctions must be held in such a manner as to conclude before the period of lease would begin; IE, an auction for a lease of a dock for the months of July, August, and September must conclude and have a winner before July 1st.
(b) Individuals, businesses, or other entities who win an auction will be granted the “Registered Trader” status, which shall grant them access to engage in trade communications with businesses and governments of other nations.
(i) These communications shall be strictly trade-related.
(ii) Each Registered Trader shall be able to engage in communications separate from the other Registered Traders, such that they do not all have to share the same communication line.
3. Initial Auctions
(a) Docks A and B shall be initially auctioned for a three month period, lasting through June, July, and August.
(b) Dock C shall be initially auctioned for a two month period, lasting through June and July.
(c) Dock D shall be initially auctioned for a one month period, lasting through June.
(d) Again, each of the initial lease auctions for each of the four docks shall conclude by May 31st.
4. Proceeds
(a) 80% of the proceeds of each auction shall be kept by the government of the Azalea Isles.
(b) The remaining 20% of proceeds will be granted to the Regalis Royal Ministry of Trade.
5. Auction Governance
(a) An Office of the International Trade Representative (ITR) shall be established within the Ministry of Economic Affairs.
(b) The International Trade Representative shall be hired by the Minister of Economic Affairs, and shall be in charge of handling the auctions in the appropriate, timely manner, and more broadly handling the Port of Azalea.
(c) The ITR will choose the length of time each dock shall be auctioned for, after their initial lease expires and when they are needed to be put up for a new auction.
(d) The ITR shall also choose the length of time the auction shall go on for, although it may not be less than 72 hours and must be disclosed at the start of the auction.
(e) The ITR may be fired by the Minister of Economic Affairs, or by the Prime Minister.
(f) The ITR may also be fired by a majority vote in Parliament.
(g) These auctions shall be done within the Ministry of Economic Affairs. The trade communications channels shall be handled within the main Discord server of CityRP.
Enactment: This Act comes into force immediately upon passage.
