Capitalize the ministry of state over ministries accountability and to expand oversight
Preamble:
The Ministry of State (MoS) has been for too long in the sidelines of the government and its potential has been underutilized. To ensure transparency, improve working conditions within the Ministries, and strengthen the bond between government and citizens, this bill empowers the Ministry of State with new authorities: more regular audits, public surveys, and the creation of a Department of Records to monitor on internal and external government affairs.
1. Monthly Audits
(a) The Ministry of State shall conduct monthly audits of all Ministries to evaluate internal operations, workplace environments, and ministerial performance.
(b) These audits shall replace the previous once per term assessment
(c) Findings from these audits shall be publicly accessible
(d) Ministries found to be in breach of workplace standards or procedures shall be referred to the Ministry of Justice for an investigation.
2. Biweekly Public Surveys
(a) The Ministry of State shall implement a public survey once every two weeks to gauge citizen sentiment about the government and its Ministries.
(b) Surveys must be accessible both on official government platforms and in-game where possible
(c) All responses shall be anonymized and stored in the Department of Records for future reference.
(d) Survey data will be compiled into a biweekly public report, summarizing findings and trends and made accessible to the public.
3. Establishment of the Department of Records
(a) A new department of the Ministry of State shall be created and referred to as the Department of Records (DoR).
(b) The Department shall be responsible for keeping all audit reports, surveys data, and public testimonies.
4. Enactment
This Act shall come into force immediately upon approval by Parliament and shall supersede any previous MoS guideline.
