To



Establish transparency in the government payment log, letting citizens see the transactions within the government and how it pays for its employees’ work, and how the taxpayer’s dollars are being used. This will be referred to as “Ministerial Transparency in Spending Act.”





Definition:

Payment Log: The transaction log where the government’s transactions are shown and logged by ministers, deputy ministers, the office of the Prime Minister, Police Officers and occasionally the Crown.


1- 1. Visibility


a. All transactions involving government funds must be logged in a manner accessible to all Azalean citizens.


i. This log will be an official record, and as such may only be contributed to by designated members of the government.

2- Who can write in the payment log
i. The payment log can only be written in by:
Ministers and Deputy Ministers

The Office of the Prime Minister

Police Officers

The Crown

3- Reporting
i. Ministers or Deputy Ministers will be required to report on their monthly spending in a month end report that is available to the public.

ii. Reporting must be published by each ministry by the last day of each month.

iii. Failing to produce a report will result in fines against the Ministry of $500 per late day of the report not being published.

iv. The fine will be administered by the Minister of State, if the minister of state is unavailable, the fine will be administered by the Minister of Economic Affairs.


Enactment

This bill goes into effect upon passing.
