TO

Prohibit the brewing, sale, possession, and use of invisibility potions within the Azalea Isles in order to uphold public safety, prevent unlawful concealment, and protect privacy.

Preamble:
Invisibility potions pose a significant threat to public safety, law enforcement, and civil order. Their use allows individuals to evade detection, surveillance, and identification, making them a tool of choice for criminal activity, trespassing, and disruption of public events. This bill establishes a full ban on the brewing, sale, and use of invisibility potions and assigns the Ministry of Justice the authority to enforce and prosecute violations.

1 - Prohibition of Invisibility Potions​

(a) The following actions are hereby prohibited within the Azalea Isles:
(i) Brewing or crafting invisibility potions of any kind.
(ii) Selling or distributing invisibility potions, whether directly or via chest shops, auctions, trades, or giveaways.
(iii) Possessing an invisibility potion with the intent to use or distribute.
(iv) Using an invisibility potion on oneself.
(v) Throwing or deploying a splash invisibility potion on any other individual or group.
(b) The use of a splash invisibility potion on others shall be considered a targeted offense, and the individual who throws the potion shall be held criminally responsible for the act and its consequences.

2 - Enforcement and Penalties​

(a) The Ministry of Justice is responsible for enforcing this Act and investigating any suspected violations.
(b) Upon being found in violation of this Act, individuals may face the following penalties:
(i) First Offense:
  • Confiscation of any invisibility potions in possession.
  • Fine of up to $500.
  • Official warning recorded by the Ministry of Justice.
(ii) Repeat Offenses:
  • Fine of up to $1,000.
  • Confiscation of any invisibility potions in possession.
  • 15 minutes of jail time.

3 - Exceptions​

(a) Exceptions may be granted for official government operations by law enforcement or intelligence services only with written authorization from the Ministry of Justice.
(b) Invisibility potions used for government events or activities may be exempt with prior approval from the Ministry of Justice.

Enactment: This Act comes into force three (3) days upon passage to allow the disposal of any current potions.
