Preamble: The so-called Legislative Clarity Act is bad policy of dubious constitutionality. The Act attempts to establish a committee of three members, with a particular partisan lean, to determine if a bill is limited to one topic. That committee is essentially dead letter, and no mechanism in the act for actually appointing the members is defined in that Act. It also appears to create a citizen cause of action requiring the Courts to review if "one topic" - something which can be subjective - and then make binding determinations. Legislating is for the Parliament, and it should not be restrained by subjective disagreement in writing its legislation. As such, this Act repeals the Legislative Clarity Act, allowing the Parliament to execute its constitutional "authority to make laws" (Const. Article 2) without undue and unwise chains holding it back.
1. Short Title and Authorship
(a) This may be referred to as the "Legislative Omnibus Act".
(b) This amendment act was written by Multi Man, MP.
2. Repeal
(a) The Legislative Clarity Act is repealed.
Enactment: This act comes into force immediately upon passage.
