Preamble: Broad-ranging bills, like the previously passed omnibus, are difficult to read through and confusing to refer back to. This bill aims to prohibit these bills from successfully being implemented.
1. Short Title
(a) This bill shall be referred to as the "Legislative Clarity Act".
(b) This bill was authored by Lysander Lyon.
2. Single Issue
(a) Parliamentary bills are to focus on one single issue. This means they are to only relate to one topic. The topic may be a broader one, like dealing with establishing the government’s ministries, but it must stay on one topic. It cannot touch on both foreign affairs and financial regulation, for example.
(b) Whether or not a bill is single issue also relates to the bill’s title. The “Banking Regulation Act” including a provision raising or lowering general corporate tax rates would have that provision break this single issue rule.
3. Enforcement
(a) Parliament will establish a “Single Issue Review Committee.” This committee will act as a legislative review committee, and any citizen may submit a challenge to a piece of legislation.
(b) The legislative review committee, which shall be comprised of three members and should be as closely proportional to partisan representation in Parliament as possible, shall review the challenge.
(c) If the SIRC finds the challenge valid through majority vote, a bill repealing the challenged bill shall be forwarded to Parliament.
(d) All citizens of the Azalea Isles shall be granted standing to sue over “Multi-issue legislation.” Any and all court fees relating to court operation shall be waived for these cases.
(i) This refers to any court filing fee, witness fees, and so on. This does not refer to private costs of hiring a lawyer.
(e) If a challenge in the SIRC fails, or succeeds but the repeal fails in Parliament, citizens may sue in court to challenge whether the bill covers two distinct issues.
(f) These cases are to be handled under expedited hearings by default, and the court is to rule under the preponderance of the evidence standard. Bill authors must represent themselves, or obtain their own legal counsel for these lawsuits, even though the case filing will be against the Azalea Isles. The bill author shall be named as a second party, under a class.
4. Exemptions
(a) All previously passed legislation is exempted from this requirement.
(b) All currently proposed legislation, at the time this bill receives royal assent, is exempted from this requirement.
Enactment: This Act comes into force immediately upon passage.
