Preamble:
Games of chance and other forms of gaming have economic, social, and regulatory implications for the Azalea Isles. To ensure integrity, transparency, consumer protection, and proper revenue oversight, it is necessary to establish a formal regulatory authority within government. This Act creates the Lottery Commission under the Ministry of Economic Affairs and grants authority to regulate gaming and operate lawful government-sponsored luck-based gaming activities.

Preamble:
Games of chance and other forms of gaming have economic, social, and regulatory implications for the Azalea Isles. To ensure integrity, transparency, consumer protection, and proper revenue oversight, it is necessary to establish a formal regulatory authority within government. This Act creates the Lottery Commission under the Ministry of Economic Affairs and grants authority to regulate gaming and operate lawful government-sponsored luck-based gaming activities.
- Short Title and Enactment
(a) This Act shall be referred to as the “Gaming Regulation and Commission Act.”
(b) This Act was authored by Anthony_org.
(c) This Act comes into force immediately upon passage.
- Establishment of the Azalea gaming Commission
(a) There is hereby established the Azalea Gaming Commission as a regulatory body within the Ministry of Economic Affairs.
(b) The Azalea Gaming Commission shall operate under the control of the Minister of Economic Affairs.
(c) The Commission may consist of officers, administrators, and staff as the Ministry deems necessary for its functions.
- Jurisdiction and Regulatory Authority
(a) The Azalea Gaming Commission shall regulate all forms of gaming conducted within the Azalea Isles.
(b) “Gaming” shall include any game, contest, or activity in which the outcome is determined primarily by chance and where currency, property, or items of value may be won or lost.
(c) The Azalea Gaming Commission shall have authority to:
(i) Establish licensing requirements for private gaming operators,
(ii) Issue, suspend, or revoke gaming licenses,
(iii) Implement rules ensuring fairness, transparency, and anti-fraud safeguards,
(iv) Conduct audits or compliance reviews of licensed gaming entities,
(v) Impose administrative penalties for regulatory violations consistent with law.
- Government-Operated Gaming
(a) The Ministry of Economic Affairs is hereby authorized to establish, operate, and administer luck-based gaming activities on behalf of the Government of Azalea Isles.
(b) Such activities may include lotteries, raffles, drawings, jackpot systems, or other games of chance as determined by the Ministry.
(c) Revenues generated from government-operated gaming shall be deposited into the Government balance.
- Consumer Protection and Integrity
(a) The Lottery Commission shall ensure that all regulated gaming activities are conducted in a manner that is fair, transparent, and free from manipulation.
(b) Rules shall require clear disclosure of odds, prize structures, and payout mechanisms where applicable.
(c) Fraudulent manipulation of gaming outcomes shall remain subject to criminal prosecution under applicable law.
- Relationship to Criminal Law
(a) This Act does not itself criminalize unauthorized gaming.
(b) Criminal penalties relating to illegal gambling operations shall be established separately under the Criminal Code or related legislation.
- Enforcement and Oversight
(a) The Lottery Commission shall report monthly to the Minister of Economic Affairs regarding regulatory actions and revenue from government-operated gaming.
(b) Parliament retains authority to amend, limit, or expand the powers granted under this Act.
