Preamble: A clear method for appointing, recalling, and managing the powers of the Governor General should be created.
1. Short Title
(a) This bill shall be referred to as the “Crown Governance Act”.
(b) This bill was authored by Lysander Lyon.
2. The Governor General
(a) The Governor General of the Azalea Isles shall act on behalf of the Crown in all matters, including: signing legislation; dissolving Parliament; inviting a Member of Parliament to form a Government; appointing and dismissing Ministers, with the advice of the Prime Minister; appointing members of the Supreme Court, with the advice of the Prime Minister and consent of Parliament; vetoing legislation; creating and implementing royal decrees; and other matters, where formally and publicly delegated by the Crown.
(i) Matters relating to foreign affairs shall not be delegated to the Governor General.
(b) The Governor General may be unilaterally appointed by the Crown. The position may also be left vacant.
(c) An appointed Governor General may be unilaterally recalled by the Crown at any time, removing the individual from the position.
(d) Parliament may order the recall of a Governor General through a unanimous vote in favor at any time, through a motion to remove that has been seconded.
3. Royal Review
(a) Decisions made by the Governor General (signing or vetoing legislation, appointments, etc.) can be reversed by the Crown at any point in the 72 hours after the decision was made.
(b) If the 72 hours has elapsed, the decision may not be reversed through royal review, although royal decrees, legislative repeal, and other normal governing processes may be used to repeal the decision or undo its effects.
Enactment: This Act comes into force immediately upon its passage.
