Preamble:
The current criminal code is outdated and lacks a clear, efficient structure. This bill assigns the Ministry of Justice the responsibility of ensuring that the criminal code remains accurate, relevant, and aligned with modern laws. Additionally, it establishes a standardized format to improve clarity, accessibility, and consistency in legal provisions.
1. Categorisation of offenses
To ensure clarity and consistency, the criminal code shall be organized into the following categories:
(a) Crimes Against Persons
(i) Offenses that cause harm, endanger life, or violate the physical or psychological well-being of individuals.
(b) Crimes Against Property
(i) Offenses involving the unlawful destruction, theft, or misuse of property.
(c) Crimes Against the State
(i) Offenses that threaten the sovereignty, security, or stability of the state.
(d) Crimes Against the Government
(i) Offenses that hinder, obstruct, or undermine the functioning or authority of the government.
(e) Crimes Against Public Order
(i) Offenses that disrupt public peace, safety, or moral standards.
(f) Crimes Against Animals
(i) Offenses involving harm, neglect, or cruelty toward animals.
(g) Environmental Crimes
(i) Offenses that exploit, pollute, or degrade natural resources and ecosystems.
(h) Financial and Economic Crimes
(i) Offenses involving deceit or dishonesty for financial or economic gain.
(i) Offenses Involving Firearms and Weapons
(i) Offenses related to the unlawful possession, use, or distribution of firearms and other weapons.
(j) Judicial offenses
(i) Offenses that undermine or interfere with the integrity of judicial processes.
(k) Use of Illicit Items
(i) Offenses involving the possession, distribution, or use of items prohibited by law, including certain spices and substances deemed
illicit.
(l) Miscellaneous Offenses
(i) Offenses that do not fit into any other category but remain punishable under the law.
2. Amendments of classifications
(a) A category of the criminal code may only be added, renamed, or removed through an act of law.
(b) A category may not be removed unless all including articles are being
(i)reassigned to another category; or
(ii) repealed and removed entirely from the law and criminal code.
3. Format of the criminal code
(a) If a category holds no articles, then that section is to be displayed empty in the criminal code.
(b) The entirety of the criminal code must hold the following format:

4. Administration and Maintenance of the Criminal Code
(a) The Criminal Code shall be maintained, updated, and overseen by the Ministry of Justice.
(b) Following the enactment and signature of an Act of Parliament into law, the Ministry of Justice shall have a period of 10 days to amend the Criminal Code to reflect the newly enacted legislation.
(c) The Ministry of Justice shall ensure that all amendments to the Criminal Code are accurate, consistent, and accessible to the public in the official format specified in Section 3.
Enactment:
This Act comes into force upon given royal assent. The Ministry of Justice must proovide the first updated version of the Criminal Code within 14 days of enactment.
