Type: Constitutional Amendment
1. Short Title and Enactment
(a) This bill shall be referred to as the "Citizen Speaker Amendment".
(b) This bill was authored by Lysander Lyon, MP.
2. Reason
(a) The Speakership has been the subject of strong historical contention, and will likely continue to be in future terms. Thus, especially if the Speaker must continue to remain without party affiliation, it may be beneficial to allow for individuals who are not Members of Parliament to hold the position.
3. Constitutional Amendment
(a) Article 3 of the Constitution, under the Section “Speaker of Parliament” shall be amended as follows: “Once the Parliament has convened for the first time of the term, they will nominate and elect one of their members or a citizen as the Speaker of Parliament. The process for electing the Speaker of Parliament will be determined through legislative procedure and law. The Speaker's responsibilities encompass maintaining decorum within the chamber and managing voting protocols. Removal of the Speaker can occur through a vote of no confidence, requiring a simple majority.”
Enactment: This Amendment comes into force immediately after passage and ratification.
