1 - Short Title and Enactment
(a) This bill shall be referred to as the "Citizen Speaker Act".
(b) This bill was authored by Lysander Lyon, MP.
2 - Reason
(a) The Speakership has been the subject of strong historical contention, and will likely continue to be in future terms. Thus, especially if the Speaker must continue to remain without party affiliation, it may be beneficial to allow for individuals who are not Members of Parliament to hold the position. The procedure for electing a Speaker must be adjusted to allow for this, should the amendment pass.
3 - Speakership Election Process
(a) A thread shall be opened for Members of Parliament to nominate individuals. They may nominate anyone they wish to. This nomination period shall last 24 hours.
(b) Any individual may make a motion to end the nominating period once at least two hours have passed since nominations have opened. This requires majority support to pass.
(c) Once the nomination period has closed, either due to natural expiration or due to motion, a vote is put up between the candidates. If there is only one candidate, there shall be a vote on whether to approve that candidate for Speaker.
(d) This process shall be repeated should a Speaker be ousted by a motion of no confidence.
4 - Powers of a Citizen Speaker
(a) A Speaker that is not a Member of Parliament may not vote on any bill, resolution, or other legislative proposal, including motions. Their position may be regulated by later acts or legislative procedure, and they are subject to the normal restrictions a Speaker has in addition to being unable to vote.
Enactment: This Act comes into force immediately after passage.
