Establish a Universal Basic Care Act​

Preamble: Basic coverage is a must-have for Azalean citizens as disease threatens our ways of life.

1. Short Title
(a) This bill shall be referred to as the “Basic Care Act”.
(b) This bill was authored by Lysander Lyon and Rory Casperson.

2. Administrative Details
(a) The Universal Basic Care Program, or UBCP, shall be established and assigned to the Ministry of Health to oversee.
(b) The Ministry of Health must separately request a budget from Parliament each month, in addition to the Ministry’s budget request, for the UBCP.
(c) The Ministry of Health shall be responsible for classifying medical treatments, both preventative and regular, into one of three categories: Covered, Partially Covered, or Not Covered.

3. Universal Basic Care
(a) The UBCP shall cover 100% of the cost of all Covered treatments.
(b) The UBCP shall cover 50% of the cost of all Partially Covered treatments.
(c) The UBCP shall not cover or be used for Not Covered treatments.
(d) Private entities, such as citizens or businesses, shall be allowed to make donations to the UBCP.

4. Insolvency
(a) The Ministry of Health shall be in charge of setting the dollar amount for two different thresholds of insolvency, for the UBCP.
(b) At Risk: Once the amount of money in the UBCP drops below the At-Risk threshold, UBCP coverage shall fall to 75% for Covered treatments and 25% for Partially Covered treatments.
(c) Endangered: Once the amount of money in the UBCP drops below the Endangered threshold, UBCP coverage shall fall to 50% for Covered treatments and 0% for Partially Covered treatments.
(d) If the UBCP should ever run out of money, all treatments will be covered at 0%.

Enactment: This Act comes into force immediately upon its passage.
