INVIGORATE THE ECONOMY OF THE AZALEA ISLES
PREAMBLE:
The city is growing, plots are being bought and developed at a rapid pace, but how is the average citizen of the Azalea Isles benefiting from the development? They’re not. Instead, the spent by Azalean citizens are being sent out by the hundreds of thousands to import building materials that we produce. Sure, for those that can afford it, it is easier to create a tidy list and have MUD charge you a premium price for convenience, but where does that money go? Not back into the economy supporting the common citizens. It is time to bring back manufacturing to the Azalea Isles.
1. Removal of Imports
(a) Builds may no longer have blocks be imported upon pasting. They are to either be bought directly from private entities by the paster or be tendered by the Ministry of Economic Affairs before the build is brought into the Isles with the exceptions outlined in subsections i and iv.
i) There will remain exceptions for items and blocks that are unobtainable in the Isles.
ii) Tenders should be broken up logically by the Ministry of Economic Affairs to encourage citizens to bid while remaining manageable.
iii) Tenders should be priced according to the market values without any premiums.
iv) Should a tender not be bid on within 5 days of being published, the blocks may still be imported at a 30% premium from outside of the Azalea Isles.
(b) Exact blocks must be provided to the Ministry of Urban Development before pasting may take place.
i) Same blocks of different variants, i.e. red terracotta for brown terracotta or stripped. spruce logs for spruce logs, will continue to be an equivalent accepted.
2. National Material Reserve
(a) The Minister of Urban Development must make an effort to maintain a stockpile of common building items, including but not limited to, concrete, wood, glass, and terracotta, in order to have them on hand for convenience and in the situation that any threats, foreign or domestic, cause a scarcity of building materials.
(i) The items may be used with pasting at will of the Minister of Urban Development, but must be replenished with tenders shortly after.
(b) The Ministry of Economic Affairs will partner with the Ministry of Urban Development to create a stockpile of such blocks effectively.
Enactment: This Act comes into effect immediately upon passage of this bill.
