Preamble: Members of Parliament are elected to represent and serve the community of CityRP, and by-proxy to maintain representation requires consistent presence and participation in the server’s activities. Be it enacted that this bill sets forth minimum playtime standards to ensure Parliament members are actively engaged in the world they legislate.
1. Purpose
(a) The purpose of this act is to establish a minimum active playtime requirement for all elected members of Parliament to maintain transparency, accountability, and effective governance in CityRP.
2. Definitions
(a) "Active Playtime" shall be defined as time spent logged into the CityRP server, as displayed within the playtime found in /profile <MP>
(b) "Parliament Member" refers to any elected individual currently serving in the CityRP Parliament.
(c) "Qualifying Timeframe" refers to a rolling 7-day period used to evaluate activity.
3. Minimum Activity Requirement
a) All Members of Parliament (MPs) must maintain a minimum of 4 hours of active playtime in the Qualifying Timeframe.
This requirement ensures that members are sufficiently engaged with the server and accessible to the community.
4. Accountability and Enforcement
(a) The Presiding Office of Parliament shall review the Active Playtime of all MPs weekly.
(b) Each time a Member of Parliament fails to reach the required Active Playtime, the MP will be issued an activity violation by the Presiding Office. All activity violations must be published.
(c) Activity violations are invalidated when Parliament is dissolved or if the MP possessing them is reelected into Parliament.
(d) An MP's first and second activity violations shall count as warnings.
(e) An MP's third activity violation shall initiate a vote of Parliament on whether to expel the MP from Parliament. MPs may not vote on their own expulsion. A simple majority of votes is required for expulsion.
(f) An MP's fourth activity violation shall automatically expel them from Parliament.
(g) Expulsion from Parliament under this Act does not restrict that individual's ability to be reelected.
(h) If an MP seat becomes vacant due to expulsion under this Act, and at least two weeks remain in the Parliamentary term, a by-election shall be called to fill it. If less than two weeks remain in the term, the seat shall remain vacant for the remainder of the term.
5. Exceptions and Appeals
(a) MPs shall not receive activity violations for Qualifying Timeframes during which they were on Parliamentary Leave of Absence, even if this Leave does not cover the full Timeframe.
Enactment: This Act comes into force immediately upon passage.
