To
Regulate the use of Industrialist Turrets On Azalean Soil


Preamble:
With the introduction of turrets into Azalean society we must act to regulate these forms of defence and as unfortunately seen offence in order to stop the reckless damage and death caused upon Azalean citizens and provide a framework into the future to manage the usage of these machines and to organise a framework for punishment of those who abuse their access to these machines in order to commit murder on an industrial scale.


1. Definitions


(a) AW; Autonomous Weapon , an offensive or defensive weapon or machine which can be used autonomously or semi-autonomously in order to inflict indiscriminate casualties upon both civilians and military personnel.


2. Turret Placement Regulation
(a) Turrets cannot be placed on designated B and R plots.
(a.i) Landlords cannot be held liable for illegal turrets placed in rental plots, liability lands solely on the owner of the turret; landlords that find turrets illegally may with documentation of the offending turret may initiate immediate eviction procedures by-passing the procedures required in the Protection of Tenants Act

(a.ii) Landlords that have a rental property which they have been informed by a Ministry of Urban Development inspector as having a violating turret within, will have 48 hours in order to serve an eviction to the tenant or may face discretionary penalties from the Ministry of Urban Development. Exceptions given to Landlords who are on LOA, should a landlord be on LOA the ministry will be required to manage the eviction themselves.


(b) Turrets may be allowed within sealed industrial or farm compounds which are not accessible to the public without intentionally aiming to break into them.
(b.i) It is the liability and responsibility of the owner or renter of an industrial compound to make sure that these turrets cannot harm any civilians outside of their compound whether on government pathways or publicly accessible areas of their plot.


3. Turret Export Regulations
(a) This machine shall be trade designated as a “AW” due to its ability to cause widespread and indiscriminate casualties and death upon civilians and military/government personnel.

(a.i) Due to this designation the trade of this machine shall be by default banned as an export to all Azalean trade partners.

(a.ii) This export ban may be lifted (or replaced) on individual nations after the consensus of The Minister of State, The Minister Of Economic Affairs and The Prime Minister is achieved.

4.Ministry of Urban Development administered Offenses and Penalties

(a) Improper Turret Placement

(a.i) This is a violation caused when a turret is improperly placed or left in a plot within which it is banned to do so e.i type B or R.


(a.ii) The penalty for this shall be $250 per article per 24 hours, should the violation remain for over 4 days the penalty shall be raised to $500 per 24 hours.


(b) Improper Compound Turret Enclosure


(b.i) Failure to ensure that a turret in a legal I plot cannot harm any citizen outside of the relevant compound or secure area.


(b.ii) The penalty for this shall be $250 per article per 24 hours after a 24 hour warning period, should the violation remain for over 4 days the penalty shall be raised to $500 per 24 hours.

5. Amendment to New Criminal Code Act

A new section shall be added to the new criminal code act named “13. Abuse of AW Access” with the following:


(a) Turret Abuse


(i) Offense Type: Misdemeanor


(ii) Penalty: 20 minutes jail time; $600 fine


(iii) A person commits an offense if the person: Murders a citizen via turrets under their ownership that are not correctly situated within the restrictions of the “Turret Regulatory Act”.

(b) Large Scale Turret Abuse
(i) Offense Type: Felony
(ii) Penalty: 20 Minutes Jail Time; $800 fine per abuse; a ban of Turret Ownership for up to 3 months
(iii) A person commits an offense if the person:
(1) commits 4 or more instances of Turret Abuse within a 24 hour period.

(c) Turret Ban Violation

(i) Offense Type: Misdemeanor
(ii) Penalty: 20 minutes jail time; $1,000 fine
(iii) A person commits an offense if the person: Fails to comply with court ordered Turret Ownership Ban.



6. Enactment
This bill comes into effect immediately upon passage.
