The Azalea Isles and the Theocratic Republic of Tavares agree to help refugees return to Tavares and rebuild their lives after the war.
1. Funding
The Azalea Isles will give Tavares $150,000 to support refugee return and resettlement. This money is a grant and does not need to be repaid, provided that Tavares accepts all refugees.
Azalea will transfer the money to an official government account named by Tavares within three days after this treaty takes effect. Both governments will keep a record of the payment.
2. Support for returning refugees
Tavares will use the money to provide housing, food, basic supplies, and other help needed for returning refugees to settle in.
Tavares agrees to be ready to receive all refugees covered by this treaty by September 30, provided Azalea sends the funding on time.
This treaty covers people who fled Tavares during the war and are staying in the Azalea Isles. Both governments will agree on their number and return arrangements before travel begins.
3. Choice and housing
Refugees must return under this treaty.
Tavares will arrange suitable housing for those returning. People whose former homes are in occupied territory will be offered somewhere else to live within Tavares.
4. Other assistance
The $150,000 is the full aid package required under this treaty. Azalea is not required to send extra supplies, builders, or police. Any extra assistance must be agreed separately.
5. Progress and dispute resolution
Each government will name one official to coordinate the work. These officials will check progress at least once each week until the agreed returns are complete.
Tavares will provide a short report explaining how the money was spent and how many refugees were received.
If either government expects a delay, it will tell the other promptly. Changes to the funding or deadline require written agreement from both governments.
Any dispute concerning the interpretation or performance of this treaty will first be addressed through negotiations between the coordinating officials. If they cannot resolve the dispute, it will be referred to the authorized representatives of both governments for further negotiations.
6. Approval
This treaty takes effect once it has been ratified by both nations in accordance with their respective laws and signed by their authorized representatives.
7. Withdrawal
Either nation may withdraw from this treaty by written notification before the other nation has completed its obligations under this treaty.
Withdrawal by the Azalea Isles must be approved by a simple majority vote of Parliament in accordance with the legislative procedure for treaty withdrawal established by the Treaties Act. Parliament shall remain the final arbiter of the Azalea Isles' participation in this treaty.
8. Duration
This treaty terminates upon the completion of both the return of all refugees covered by this treaty and the payment of the $150,000 CRP by the Azalea Isles, or 90 days from the date of signing, whichever occurs first.
