Preamble: Since the office of Prime Minister was first established, only one person has served as Prime Minister without simultaneously acting as Speaker of Parliament. Given the Speakers role in upholding fair practices and ensuring Parliament can hold the government accountable, it is intolerable for the Speaker to be the head of the government. This bill will finally separate these offices for good.
1. Separation of Power
(a) The role of Speaker, Deputy Speaker, or any role in the presiding office must be held by an individual who does not serve as a member of the Government.
(i) For clarity, this means the Prime Minister, The Deputy Prime Minister, Ministers of the Crown, and Deputy Ministers.
(ii) For clarity, this does not include backbench MPs of a party with the Parliamentary Majority as they are not defined as members of the government.
Enactment: This Act comes into force immediately upon passage
