Type: Act of Parliament
Preamble: This bill establishes a framework for managing, regulating, and controlling pollution-inducing machines and production to:
1. Short Title and Enactment
(1) This bill shall be referred to as the "Pollution Act".
(2) This bill was authored by ChAkselsen1450 MP.
(3) This bill shall be enacted immediately upon passage and assent by Her Majesty the Queen.
2. Objectives
(a) Protect agricultural plots (farms and animal farms) from the negative effects of pollution.
(b) Promote the transition to clean energy sources, whether self-produced or purchased from energy companies.
3. Regulation of Pollution
3.a General Pollution Restrictions
(a) Polluting within 100 blocks of a farm plot ("F-plot") is strictly prohibited and shall be punished by.
(i) Confiscation of pollution-inducing production lines.
(ii) 10 minutes of jail time.
3.b Pollution on Industrial Plots ("I-plots")
(b) Pollution within industrial zones is permitted, but subject to the following regulations:
(i) Warning signs must be placed on each side of the plot, clearly stating the presence of pollution.
(ii) A pollution tax of $250 must be paid biweekly to the government, with oversight and collection managed by the Ministry of Commerce (MoC).[/FONT]
(iii) Businesses and citizens operating polluting production must register with the MoC and pay pollution taxes until they transition to a clean energy sources or the purchase of electricity from another company
3.c Special Industrial Zones
(c) The Ministry of Urban Development (MUD) is tasked with designating industrial plots that are far enough away from other zones to prevent pollution from affecting farms and animal farms.
(i) These special industrial zones shall be exempt from the pollution tax outlined in §3.b.
4. Oversight and Enforcement
(a) MUD is responsible for monitoring pollution levels and shall publish a monthly report on pollution levels in:
(i) The city (B - plots and gov buildings)
(ii) Residential areas. (R - plots)
(iii) Industrial plots ("I-plots")
(b) If the Ministry of Justice (MoJ) suspects that a citizen or business is producing pollution, they may: Request a warrant from a judge to search the premises, provided they have reasonable cause (e.g., rising pollution levels in the area)
(c) Failure to report pollution production to the MoC shall result in:
(i) Confiscation of the production line.
(ii) 30 minutes of jail time.
Enactment: This bill shall take effect immediately upon passage and subsequent assent by Her Majesty the Queen.
