Preamble: This bill is designed to define the basic rules that will hold Members of Parliament to account. It will be enforced by the presiding office.
1 - Failure to vote
(1) Any MP who has failed to vote without appointing a proxy will receive a formal warning from the presiding office.
(2) A second failure to vote following this will result in a £250 fine. Any further FTAs will result in a fine double the previous one.
(i) This figure will reset at the beginning of a new parliamentary term, provided all fines are fully paid off.
2 - Unparliamentary Behaviour
(1) Any MP who fails to treat other MPs in a respectful manner during a debate will be suspended from the house for 24 hours and fined £100.
3 - Criminal Proceedings
(1) Any MP who is subject to criminal proceedings resulting in a fine or less than 15 minutes of jail time will be suspended from the house for one day per criminal charge.
(2) Any MP who is jailed for 15 minutes or longer shall be suspended from the house for one day per charge, or one week - whichever is the larger figure.
(3) Any MP who commits a crime requiring a court case will be indefinitely suspended whilst the case is ongoing.
Enactment: This bill shall take effect from the beginning of the next Parliamentary term.
