Legislate the requirement for buildings to have safe forms of exit other than elevators, in cases such as power cuts fires or otherwise.
Preamble: This bill will require buildings to maintain and have easily accessible stairs other otherwise in order to safely allow citizens to exit their apartments, offices and otherwise in situations such as fires or power outs that do not require them jumping out of top floor of a 20 floor building pretty self explanatory.
1. Defining points at which alternate exits are required
(a) Residential
(i) All Residential properties should have stairways to access all floors in order to maintain proper and safe access.
(b) Commercial
(i) All commercial/business/skyscraper zoned properties with a height between 2-10 floors must have one safe alternate form of exit from the building e.g: External Fire Exits, (unbroken public accessible) Stair well or ladder access.
(ii) All commercial/business/skyscraper zoned properties of 11 or more floors must have a full unbroken (see definition 2.b.iii) stairwell from the top of the building to the bottom in order to maintain unbroken access to the ground floor from any other floor in the tower including the roof of the building or a full unbroken external fire escape from the ground floor to the peak that is accessible from any floor in the building.
(c) Industrial
(i) All Industrial Properties must include at minimum ladder access to all floors within the property.
2. Repercussions and Enforcement
(a) Exemptions
(i) All building built within the city before the enactment of this bill will be exempt from this requirement exempt such a time as a significant change to the exterior is made by the owner.
(ii) All buildings marked as those of historical significance may be exempted from the requirements stated from this act unless MUD deems the building of significant risk to the public without alternate exits (to be decided at the deaccession of the Minister of MUD at the time).
(b) Enforcement
(i) Inspections of properties to make sure of maintained compliance will be given to MUD, this includes making sure that new properties to be pasted within the city are also compliant with this bill.
(ii) Buildings found to be non-compliant and not covered by a relevant exemption must be given 7 days warning and grace period in order to fix transgressions before further actions are taken.
(iii) An unbroken stairwell shall be defined as a staircase (preferably but not required to be in the centre of the building) which does not have any separation or stops between the top and bottom of a building.
(c) Repercussions
(i) Stage 1: After 7 days warning period is exceeded fine of $500 shall be levied.
(ii) Stage 2: After 14 days or more days are passed without change or fix of transgressions and additional fine of $100 per day shall be levied until such a time as the transgression is fixed.
(iii) Stage 3: After 30 days transgression the building may be forcefully closed from the general public by MUD and a additional $300 per day fine shall levied against the owner of the building until transgressions are fixed.
Enactment: This Act comes into force immediately upon passage.
