Preamle: The charter act opens up for industrialists claiming zones for resource extraction from the government. This amendment adds regulations onto this to better fit the current state of the nation and the mechanisms of minetorio

Following amendments are enacted imeaditly upon signage and subsequent assent from her majesty the queen.

1. Charter Definition
(b)
A Charter shall last 4 months after which it shall be designated for auction. A Charter shall last 3 months after which it shall be designated and opened for public auction for a minimum of 2 days and starting bid of 2500$.Any existing buildings or infrastructure (at the end of the previous charter) on the charter will be included but not industrialists machinery.


3. Designation of Charters
(a) The designation and the decision on the size of chartered regions will be handled by MUD.
(ii) Any citizen with the industrialist career path may request for a resource region to be chartered and it must be done (within 15 days) as such as long as it does not interfere essential land (land which has pre-existing infrastructure)or neither that which is part of a pre-designated to be sold as a plot. As well as contains a resource node/vein of some sort.

(b)Any citizen with the industrialist career path may request for a resource region to be chartered and it must be done within 14 days. The region must have a minetorio resource node to qualify for charter creation and proof of such must be submitted in the application.
(c) Once the region and charter has been created at the request of an industrialists they will have to pay a processing fee of 1500$ on the main city island or 750$ on the wild islands/oceans to claim it for themselves
(d) The finder/requester of the resource node may elect to not pay the processing fee for the claim. Rather have it be put up for auction.
(e) If the region is put up for auction for the first time. The finder/requester will be paid 75% of the processing fee as a reward for finding the charter.
(e.a) The processing fee of 1500/750 will be the starting bid in such a case
(f) The region cannot interfere with any existing or planned infrastructure or plots.
(g) The creation of a charter can be vetoed by a simple majority in parliament if it is located on the main city island
