Type: Act of Parliament
1. Short Title
(a) This bill shall be referred to as the "Tariff Act".
(b) This bill was authored by Lysander Lyon.
2. Tariffs
(a) Parliament may pass, adjust, and repeal tariffs by resolution.
(i) Tariff resolutions shall be subject to the same debate and voting procedures as normal legislation.
(ii) Tariff resolutions shall not need the assent of the Crown to be enacted, only the approval of the majority of votes cast on the resolution.
(b) Tariff resolutions may target specific blocks, nations, categories, or they may be broad. So long as it is clear what the tariff is on, and targeting, it may take effect upon passage.
(c) The Ministry of State may propose assigning Favored Nation Status to foreign nations.
(i) Favored Nation Proposals are debated on and voted on in Parliament, same as normal legislation, but may only be proposed by the Minister of State.
(ii) Favored Nation Proposals shall not need the assent of the Crown to be enacted, only the approval of the majority of votes cast on the proposal.
(d) Nations with Favored Nation Status shall have tariffs on their trade with the Isles capped at a threshold determined by Parliament, as proposed by the Ministry of State. The initial threshold shall be no more than 20%.
(i) This includes and overrides Section 1iv of the Azalea Sourcing Act, and any other legislation that should conflict. This means that nations with Favored Nation Status will not pay a 30% tariff, but a 20% one.
(e) The Ministry of State may propose the creation of additional trade partner statuses to Parliament, with their own associated penalties or caps, to be approved by resolution.
(i) These proposals do not need Crown assent to be approved, just the simple majority of votes cast, and shall follow the normal legislative procedure.
(ii) These additional statuses may add to or cap tariffs established through existing law, in the same way the Favored Nation Status shall cap the Azalea Sourcing Act tariff on Favored Nations.
Enactment: This Act comes into force immediately upon passage.
