Following the Amendments to the Parliamentary Establishment and Standards Act, as Speaker I am empowered to declare new standing orders. These new declarations, together with the initial orders voted for by the house, will be posted together here for the public to see.

Standing Orders are the rules around parliamentary conduct. They aim to ensure that parliamentary activities are conducted in an organized, transparent, and efficient manner, facilitating effective governance and legislative processes. Should a members conduct be in breach of these rules, they may face punitive measures.


Standing Orders of the First Parliament as Voted by it's Members​

  1. Quorum
    1. (a) 50% of all Parliamentary seats should be filled for Parliament to function.
  2. Voting Procedures
    1. (a) Votes shall be conducted by an electronic tally with the options: Aye, Nay, or Abs(b) In the event of a tie, continuity prevails.
  3. Enforcement of these Rules
    1. (a) Bills may be introduced by any Member of Parliament and must be submitted in writing to the Speaker, via the forums.
    2. (b) Once submitted a bill must be available for 3 days of reading time before being brought to the floor for vote - during this time amendments may be made by the author.
    3. (c) Any Member of Parliament may submit a ‘Motion of Expediency’ to bring a bill to the floor for vote immediately, this requires a simple majority to pass.
  4. Motions and Resolutions
    1. (a) Any Member may propose a motion or resolution by submitting it in writing to the Speaker.
    2. (b) Non-binding Parliamentary Memoranda may be passed by a simple majority to express the will of the Parliament on specific issues, after which they will be published by the Speaker.



Standing Orders of the First Parliament as declared by the Speaker​

  1. Quorum
    1. (b) Any suspended members are counted as a filled seat, even though they are barred from participating in a vote.
  2. Voting Procedures
    1. -
  3. Enforcement of these Rules
    1. (d) Any ballot must remain open for 36 hours to ensure members have ample chance to submit their vote despite personal circumstances.
    2. (e) Members will have their vote discounted if they are suspended at any point during the period that a vote is open.
    3. (f) Suspended Members may not participate in any votes or debates during their suspension period.
