Preamble: As spices spike in abundance, the Ministry of Justice and Ministry of Health require the tools to use spices in the creation of medical supplies while prohibiting their unlicensed and/or recreational use.
1. Short Title & Authorship
(a) This bill shall be referred to as the “Spice Regulation Reform Act”
(b) This bill may also be referred to as the “SRRA”
(c) This bill was authored by Temmie Alphys and Wish Coolperson, with help from Multi Man, and assistance from the MOJ Spice Taskforce, whose membership was as follows:

(a) “Spice” shall be defined as any one of the following:
(c) “Permitted representative” shall be defined as an employee of a ministry who is approved to handle spices by the corresponding ministry’s Minister or Deputy Minister.
(d) “Procedural authorization” in this context shall be defined as an employee of the Ministry of Justice giving tasers or handcuffs to another employee of the Ministry for utilization in duties pertaining to their employment in the Ministry of Justice.
(e) "MOJ" shall refer to the Ministry of Justice. "MOH" shall refer to the Ministry of Health.

3. Spice Regulation
(a) Medical Usage of Spices
(i) Any employee of the MOH, MOH-licensed practitioner, or person contracted by the MOH to supply spices may own and tend a spice farm as long as the spices harvested are used exclusively for the creation of cures or other medical supplies.
(1) The MOH shall keep an updated log of all farms lawfully growing spices, which shall ordinarily be visible exclusively to the Prime Minister, Minister of Health, Minister of Justice, Deputy Minister(s) of Health, and Deputy Minister(s) of Justice.
(2) Notwithstanding paragraph (1), the Minister of Health may, at their sole discretion, permit the sharing of records kept under paragraph (1) with any Minister, Member of Parliament, Prosecutor, or Police Officer.
(ii) If any authorized spice farm owner is caught personally using or distributing spices in violation of paragraph (i), their authorization will be revoked and their means of production and leftover spices will be confiscated or destroyed.
(iii) To become an MOH authorized spice farmer, a citizen must open a ticket with the MOH and apply for a spice farm license.
(1) If the applicant has committed any crime under Section 10 of the NCCA in the last 31 calendar days, their spice farm license application must be denied.
(iv) The MOH Minister or Deputy Minister shall inform the MOJ Minister or Deputy Minister of any new authorized spice farm licenses.
(v) Any MOH employee who commits embezzlement shall have their employment within the ministry terminated upon conviction. The MOH may promulgate further rules governing employees suspected of and/or formally charged with embezzlement.
(b) Ministry Spice Handling
(i) The MOJ shall be required at all times to maintain an anonymous drop-off box which will allow persons with spices in their possession to anonymously give them to the MOJ for destruction or storage.
(ii) The MOH shall be allowed to request spices from MOJ supplies. The MOJ Minister or Deputy Minister shall be able to accept or deny this request.
(iii) Should the MOJ accept the MOH’s spice request, the MOJ Minister, Deputy Minister, or a permitted representative of the MOJ, shall deliver the spices safely to the central hospital or to the MOH Minister, Deputy Minister, or a permitted representative of the MOH.
4. Amendments
(a) The following text shall be added to the New Criminal Code Act by amendment, as Sections 3(p-q):
(p) "Recent Immigrant" shall be defined as any player with under 48 hours of total active playtime.
(q) "Spices" shall refer to any spice defined under Section 2(a) et seq. of the Spice Regulation Reform Act.
(b) Section 4(p)(iii)(1) of the New Criminal Code Act shall be amended as follows:
(1) Commits an offense defined in any part of Section 9 of this Act where the commission of such crime causes cognizable damages to a recent immigrant.new player. For purposes of this crime, a new player shall be defined as any player with under 48 hours of total active playtime.
(c) Section 10 of the New Criminal Code Act shall be amended as follows:
(a)SellingDistribution of Prohibited Items(i) Offense Type: Misdemeanor(ii) Penalty: 15 minutes jail time; $10002000 fine; confiscation(iii) A person commits an offense if the person:(1)sells or offers for sale items that are restricted by law.distributes, or offers to distribute in any way, an item that is prohibited by law, except when such person is: (A) a Ministry of Health-authorized spice supplier distributing or offering to distribute spices for use in MOH-created medical cures or treatments;(B) a government official or employee authorized to distribute such item pursuant to Sections 3(c-d) of the Prohibited Items Act in the manner actually distributed or offered for distribution; or(C) a government official or employee authorized under the Spice Regulation Reform Act to distribute such item and/or offer to distribute such item in the manner offered.
(b)Trafficking of Prohibited ItemsPossession With Intent To Distribute(i) Offense Type: Misdemeanor(ii) Penalty:1520 minutes jail time; $20001500 fine; confiscation(iii) A person commits an offense if the person:(1) transports, distributes, possesses, or exchanges restricted items with intent to sell or transfer for profit; except where otherwise authorized by law.(c) Possession of Prohibited Items(i) Offense Type: Misdemeanor(ii) Penalty: 15 minutes jail time; $1000 fine; confiscation(iii) A person commits an offense if the person:(1) possesses prohibited items, except where otherwise authorized by law.(d) Spice Production(i) Offense Type: Misdemeanor(ii) Penalty: Dependent on repeat offenses(1) First Offense: 20 minutes jail time; $2,500 fine; confiscation of all produced items; destruction of means of production if applicable(2) Second Offense: 20 minutes jail time; $3,000 fine; confiscation of all produced items; destruction of means of production if applicable(3) Subsequent Offenses: 25 minutes jail time; $3,500 fine; confiscation of all produced items; destruction of means of production if applicable(iii) A person commits an offense if the person:(1) knowingly produces spices by any means for personal use or gain, except where otherwise authorized by law.
(e) Distribution to a Recent Immigrant(i) Offense Type: Felony(ii) Penalty: 30 minutes jail time; $2000 fine; confiscation(iii) A person commits an offense if the person:(1) distributes, or offers to distribute in any way, any spice to a recent immigrant, except where otherwise authorized by law.
(f) Spice Racketeering(i) Offense Type: Capital(ii) Penalty: 60 minutes jail time; up to $10,000 fine(iii) A person commits an offense if the person:(1) commands an organization whose main purpose is the unlawful production or distribution of spices; (2) commands at least three individual people to unlawfully distribute spices; or(3) commits, or orders the commission of, any crime under Sections 4-6 of this Act in furtherance of the unlawful production or distribution of spices.
(dg) Prohibited Device Possession(i) Offense Type: Misdemeanor(ii) Penalty: 15 minutes jail time, and a $1,500 fine(iii) A person commits an offense if the person:(1) is the Property owner of a plot or rental region where a prohibited AWS device exists(2) with Property Owner defined as the in-game listed tenant for rental regions or the listed plot owner for plots(3) with prohibited AWS device defined as any AWS device not accessible through an Autonomous Device License(4) and with AWS device defined by the Autonomous Weapons Control Act
