REFERENDUM
Pursuant to the Constitution of Azalea Isles, once a constitutional amendment has passed Parliament and received the approval of the Crown, it must be ratified through referendum. In order to ratify any change to the Constitution, a referendum must be called in which approval from all electoral districts must be obtained. This necessitates a majority affirmation from each electoral district, or a supermajority if there is only one electoral district, for the proposed change to be ratified.
Azalea Isles currently consists of a single district, meaning that a supermajority is required for this vote of all citizens.

TO
Amend the Electoral Process
1. Short Title
(a) This bill shall be referred to as the "Electoral Reform Amendment".
(b) This bill was authored by Lysander Lyon.
2. Electoral Districts
(a) A new section under Article 3 of the Constitution will be created, titled “Electoral Districts.” It will read as follows:
Electoral Districts
Azalea Isles shall be divided into electoral districts for electing Members of Parliament. In each electoral district, voters may cast a number of votes equal to the number of seats in that district. These districts may be classified as winner-take-all, or proportional. In winner-take-all districts, the candidate(s) with the most votes win(s) the election. In proportional districts, voters will still vote for candidates, but all votes received by candidates of a party will be totaled up to be that party’s number of votes. That, as a percentage of the total number of votes, will be used for seat allocation. Independents will be treated as one collective party. Once the number of seats each party should receive is determined, the seats each party has won will go to the highest vote getters within that individual party.
At-large districts may also be created. There may only be one at-large district at any given time, for any given election. All citizens eligible to vote may vote in an at-large district election, in addition to any other electoral district they are part of. An at-large district may be either winner-take-all or proportional, as well, and follows the same rules as normal electoral districts do.
(b) “Azalea Isles shall be divided into multi-member districts for the purpose of electing Members of Parliament. In each electoral district, voters will be entitled to cast a number of votes equivalent to the number of seats allotted in that district.” shall be removed from Article 3’s preamble.
3. Voter Registration
(a) A new section under Article 3 of the Constitution will be created, titled “Voter Registration.” It will read as follows:

Individuals may be required by the Azalea Isles Government to complete a voter registration process in order to qualify to run for office, and to vote.
4. Qualifications
(a) The following section will be added to the “Qualification of a Member of Parliament” section as an additional bullet point.
- Live in the district they are seeking office in.
(b) The following section will be added to the “Qualification to Vote” section as an additional bullet point.
- Live in the district they are voting in.
5. Declarations
(a) The seven day declaration period shall be shortened to five days.
Enactment: This Amendment comes into force immediately after passage and ratification.
Voting will open on July 17, and close on July 19th.
