REFERENDUM​



Pursuant to the Constitution of Azalea Isles, once a constitutional amendment has passed Parliament and received the approval of the Crown, it must be ratified through referendum. In order to ratify any change to the Constitution, a referendum must be called in which approval from all electoral districts must be obtained. This necessitates a majority affirmation from each electoral district for the proposed change to be ratified.

Azalea Isles currently consists of a single district, meaning that a majority is required for this vote of all citizens.

Amend the Constitution to Allow a Non-MP to Become Speaker

1. Short Title and Enactment
(a) This bill shall be referred to as the "Citizen Speaker Amendment".
(b) This bill was authored by Lysander Lyon, MP.

2. Reason
(a) The Speakership has been the subject of strong historical contention, and will likely continue to be in future terms. Thus, especially if the Speaker must continue to remain without party affiliation, it may be beneficial to allow for individuals who are not Members of Parliament to hold the position.

3. Constitutional Amendment
(a) Article 3 of the Constitution, under the Section “Speaker of Parliament” shall be amended as follows: “Once the Parliament has convened for the first time of the term, they will nominate and elect one of their members or a citizen as the Speaker of Parliament. The process for electing the Speaker of Parliament will be determined through legislative procedure and law. The Speaker's responsibilities encompass maintaining decorum within the chamber and managing voting protocols. Removal of the Speaker can occur through a vote of no confidence, requiring a simple majority.”

Enactment: This Amendment comes into force immediately after passage and ratification.



Voting will open on April 7, and close on April 9th.
