LIMIT THE PLOTS TO THEIR PURPOSES
Preamble:
Did you know that 1 in 5 children in Azalea and Lysander are living inside of factories? Did you know that people are using chestshops as beds to sleep on? People are sleeping on the floors of their shop stalls! This is a crisis! Seriously though, why do we have different plot types if there’s no real difference between them?
1. Regioning Declarations
(a) Business (B) and City Center (CC) plots that have subregions that are meant for residential purposes must declare them with the Ministry of Urban Development as “Rental Residential Regions” with the plot names.
(i) All other regions in those plots will be assumed to be commercial plots.
(b) All subregions in residential (R), industrial (I), and farm (F) plots will always be considered the same as their parent region.
2. Voter Registration
(a) For the sake of 2.b of the Voter Registration Act, only R plots/regions, F plots/regions, and B regions registered as residential can be valid plots of primary residence.
3. Chestshop Restrictions
(a) Chestshops may only be set up in non-residential B/CC regions/plots.
(b) Should chestshops be found in any other region, the individual (personal chestshops) or company owner(s) (company chestshops) shall incur the following punishments, carried out by the Ministry of Economic Affairs:
(i) First offense: removal of chestshop signs (but not containers) in the region plus a written warning across all plots/regions found to be in violation in that moment (i.e. if there are three regions in violation, but this is their first offence, it would be one warning across three regions, not three separate offences).
(ii) Second offence: removal of chestshop signs (but not containers) in the regions plus a $500 fine for each region/plot in violation in that instance.
(iii) Third offense and further: removal of chestshop signs (but not containers) in the regions plus a $500 fine for EACH chestshop found to be in violation.
4. Industrial Machinery
(a) Industrial Machinery may only be set up on I plots with the exception of a subset of blocks managed by MUD for non-manufacturing non-power production purposes.
(i) First offence: warning and industrial items get broken and put into a chest on the plot.
(ii) Second offence: $1000 fine and industrial items get broken and put into a chest on the plot.
(iii) Third offence and further: $5000 fine and the industrial items gets seized by the government
Enactment: This Act comes into effect immediately upon passage of this bill.
