Establish a Public Works Commission for the Azalea Isles

1 Pronouncement and Intention
(a) This bill is being introduced to establish a Public Works Commission for the Azalea Isles, with the hope of stimulating labor, creating more economic activity, as well aiding the flow and status of materials in the market.

2 Structure
(a) The Public Works Commission will be jointly operated by the incumbent Minister of Commerce as well as a dedicated 2-representative Parliamentary committee.
(b) Representatives of the crown will be recognized as observant members, although will have no voting power.
(c) The Public Works Commission will be “headquartered” at the current location of the Regalis Shop.
(d) Programs established underneath the Public Works Commission must be agreed upon by a majority of the participant members, outlined in 2(a).
(e) Proposed programs must receive assent from the Crown in order to go into effect.

3 Duties
(a) The Public Works Commission will be tasked with stimulating economic activity on the server, through the Queen’s Government.
(i) Examples of stimulation can include but are not limited to the buy-back of blocks used to paste Government buildings, the purchase of certain materials for export to Regalis and the international community, government contracts, or other development-related projects.

4 Regalis Shop
(a) The Public Works Commission will absorb the duties, control and property of the Regalis Shop.
(b) The Public Works Commission will be headquartered in the current property of the Regalis Shop.

Her Majesty, Queen Eleanora, has opted to reject and not sign this bill in its current form.

The following explanation has been provided:

"The Kingdom of Regalis prefers to maintain a right to purchase Azalean exports, fostering economic interdependence and mutual development between our two communities. This bill, along with any future agreements of its kind, may be enacted if the Azalea Isles' government demonstrates sufficient capacity to manage such responsibilities. At present, however, Parliament's lack of active engagement does not justify committing to another obligation or establishing the proposed commission."
