Scope and Purpose
This Ministry policy shall govern how bonuses for MEA Employees are handled and distributed, by setting compensation standards for repeating tasks and describing how payouts are handled for specifically assigned tasks.As a secondary goal, it is meant to ensure employee compensation rules are codified in one place. As such, all previously offered reward, bonus or compensation programs are repealed by the publishing of this policy.
Please note that this Policy does not govern salaries for Ministry of Economic Affairs roles and that the Minister of Economic Affairs cannot receive any of the rewards established herein.
As an additional restriction, no employee may offer or award compensation points to themselves or any of their organizational superiors.
Reward Programs
Tender Notifications
The first Ministry employee, who reminds the Minister about a particular Tender or Auction which is managed by the MEA, whose bidding period has been closed for at least 24 hours and has not yet had a winner declared, shall be awarded 1 Compensation Point.At most one Compensation Point may be awarded ministry-wide daily under this method.
Grant Notifications
The first Ministry employee who reminds the Minister about open Grant requests which have not received an answer within 48 hours, shall be awarded 1 Compensation Point.At most one Compensation Point may be awarded ministry-wide daily under this method.
On Compensation for Irregular Work
The Minister of Economic Affairs and their Deputy Minister(s) may offer Compensation Points to Employees in exchange for the performance of non-routine tasks not listed in this policy.Deputy Ministers may only grant up to four Compensation Points to any given Employee per calendar week, and their offers may be revised by the Minister.
Failure to perform the assigned tasks in a timely and satisfactory manner can result in the forfeiture or reduction of Compensation Points that would have been awarded for the task.
The final arbiter of what constitutes timely and satisfactory performance is the Minister of Economic Affairs.
Payment and Conditions
The Minister of Economic Affairs shall, each Budget month, allocate a portion of the Ministry of Economic Affairs' budget to covering Employee bonuses. The bonus each employee receives shall follow this basic formula (capped at maximum $250 per Compensation Point):Personal End-of-Month Bonus = (ECP / TCP) * MBB
ECP = Employee’s Compensation Points in the current budget month
TCP = Total Compensation Points awarded across the whole Ministry in the current budget month
MBB = The Bonus Budget allocated by the Minister from the Ministry’s budget for the current budget month, in $.
Termination of Employment may lead to being disqualified from this rewards program, forfeiting all pending bonuses, at the discretion of the Minister of Economic Affairs.
All Employee Bonuses and Payments outlined within or in accordance with this policy are wholly voluntary additional incentives awarded by the Ministry of Economic Affairs to its employees, in addition to their salaries.
No legal claim to such a bonus payment exists, is created or is implied, and it cannot be sued for in court.
This policy is severable. Should any part of it be found illegal, only the offending portion shall be invalidated.
