Type: Act of Parliament
1 - Short Title and Enactment
(a) This bill shall be referred to as the "Ministries Establishment Act".
(b) This bill was authored by Prime Minister Milkcrack.
2 - Reason
(a) Formalizing ministerial departments.
(b) Allow for non-ministerial departments.
(c) Adding a new ministerial department of economic affairs.
(d) Clarifying the role of ministries.
3 - Removals:
(a) Ministry of Events and Culture Act shall be repealed.
4 - Ministerial Authority
(a) Ministers in charge of a ministerial department are empowered to establish programs and policies necessary to fulfil the responsibilities of their ministries, subject to approval by the Prime Minister.
(b) All ministerial policies must be published on the official forums under their respective ministerial category for transparency and accountability.
(i) Ministerial policies are subordinate to statutory laws and the constitution and must align with these higher legal frameworks.
(ii) Ministerial policies prohibit prescribing criminal punishment.
(d) The Prime Minister may issue executive orders to ensure the effective governance and operation of the executive branch.
5 - Ministerial Departments
(a) Ministerial departments are formal organisations within the government designed to deliver services in a specific area.
(b) Ministerial departments must be headed by a minister.
(c) Ministerial departments shall be entitled to their own discord server.
(d) Assignment of ministerial departments shall be at the discretion of the Prime Minister, assignees shall be automatically removed once a new government is formed.
(e) Ministerial Department may be referred to as Ministries. For example, the Ministerial Department of Commerce may be referred to as the Ministry of Commerce.
6 - Non-Ministerial Departments
(a) Non-ministerial departments, are formal organisations within the government designed to deliver services in a specific area.
(b) Non-ministerial departments do not need to be headed by a minister.
(c) Assignment of non-ministerial departments shall be at the discretion of the Prime Minister however assignees shall not be automatically removed once a new government is formed.
7 - Urban Development & Planning
(a) This act hereby establishes a Ministerial Department of Urban Development which shall primarily be charged with:
(i) Managing and creating government land, buildings, transport and infrastructure.
(ii) Managing and planning government development zones subject to cabinet approval.
(a) This act hereby establishes a Non-Ministerial Department of Property Compliance which shall primarily be charged with:
(i) Enforcing plot & building regulations
(b) This act hereby establishes a Non-Ministerial Department of Zoning and Planning which shall primarily be charged with:
(i) Proposing zoning and building regulations to the cabinet.
(ii) Creating Destination plans for government buildings and plots.
8 - Commerce
(a) This act hereby establishes a Ministerial Department of Commerce which shall primarily be charged with:
(i) Administering government grants.
(ii) Managing the registration of companies.
(iii) Enforcing compliance with national corporate standards.
(iv) Compiling economic and government financial data.
9 - Economic Affairs
(a) This act hereby establishes a Ministerial Department of Economic Affairs which shall primarily be charged with:
(i) Promoting and maintaining the economy.
(ii) Managing the nation’s resource stockpile.
(iii) Accepting and negotiating trade deals.
(iv) Organizing and facilitating government tenders programs.
10 - Justice & Law
(a) This act hereby establishes a Ministerial Department of Justice which shall primarily be charged with:
(i) Operating the police department
(ii) Acting ethically and lawfully at the Prime Minister’s direction.
(iii) Managing Freedom of Information (FOI) requests.
(b) This act hereby establishes a Non-Ministerial Department of Legal Affairs which shall primarily be charged with:
(i) Defending the national legal interests.
(ii) Investigating and prosecuting on behalf of the Government.
11 - Events & Culture
(a) This act hereby establishes a Ministerial Department of Events & Culture which shall primarily be charged with:
(i) Organizing and hosting government-sanctioned events.
(ii) Managing bookings for government recreational facilities.
12 - Social Services
(a) This act hereby establishes a Ministerial Department of Social Services which shall primarily be charged with:
(i) Making knowledge accessible to the public.
(ii) Manage and assist with exams and career progression programs.
(iii) Maintaining and updating the government wiki.
(iv) Administering political party registrations.
Enactment: This Act comes into force immediately after passage.
