Establish a Minimum Wage​


Preamble: The existing protections against exploitation are insufficient, and many players are used as cheap labor for big businesses to amass profits without equitable distribution to the laborers.


1. Conflicts
(a) In the event that any portion of this Act conflicts with any prior Act or Government policy, the contents of this Act shall supersede any such conflict.
(b) In the event that any future legislation conflicts with this Act, the contents of the new Act shall supersede any such conflict.
(c) Only the conflicting portions of legislation/policy shall be overwritten, any non-conflicting portions shall remain in effect.
(d) In the event that any of the contents of this Act are found to be unconstitutional, only the unconstitutional sections shall be stricken and the rest shall remain in effect.

2. Definitions
(a) Supplier: Any player that earns money by selling goods to a company that then resells them.
(b) Private sector employers: Any employer that is unaffiliated with the Government.
(b) Principal officer: Any individual with the authority to make legally binding decisions on behalf of a corporation or Government body.

3. Supplier Pay
(a) All suppliers shall be entitled to a minimum pay per good of 50% of the final sale price of that good.
 (i) Example: If a company sells apples to customers for $2 each, they must pay suppliers at least $1 per apple.
(b) It is not required that the suppliers and customers use the same chestshop, so long as the minimum rate of pay is respected across the different chestshops.
(c) If a business sells a good for different prices at different chestshops to customers, the minimum pay shall apply to the highest sell price.
 (i) Example: If a company sells apples for $2 at a plot far from spawn, but sells apples for $3 closer to spawn, they must pay all suppliers at least $1.50 per apple.

4. Salary Pay
(a) Private sector employers are not required to pay a regular salary to employees.
(b) Government employees shall be entitled to a minimum salary of $5 per 15 minutes.
(c) The Government employee minimum salary shall not apply to elected and appointed positions, only to employees.
 (i) As examples, the minimum salary shall not apply to Members of Parliament, Ministers, the Speaker, Deputy Ministers, or any other similar role. If there is any confusion about this, the Courts are encouraged to apply a level of reasonable judgement to determine if the minimum salary applies to any given role.

5. Punishment
(a) If any entity, public or private, is found in Court to be in violation of the terms of this Act, they shall be liable to the following punishments:
 (i) Any employees that have been underpaid shall be entitled to back pay plus 50% from the violating employer.
 (ii) If the violating employer is the Government or any Government subsidiary entity, all principal officers, past and present, who presided over violations of this act may be removed from elected and/or appointed public office and barred from such office for a period not exceeding 2 months.
 (iii) If the violating employer is a private sector employer, they may be liable to a monetary fine made payable to the Government of up to 10% of the unpaid wages, with a minimum fine of $1,000 per affected employee. This is in addition to any other monetary penalties, it is not taken from the back pay.

Enactment: This Act comes into force immediately upon passage
