Establish International Research Investment Policy​

Preamble: This bill addresses the new opening of Regalis technological progress to Azalean investors by formally establishing protocol for the investment policy into intellectual advancements in the Kingdom of Regalis.

1. Short Title
(a) This bill shall be referred to as the "International Research Act".
(b) This bill was authored by Lysander Lyon.

2. Notification Requirements
(a) Regalis shall be responsible for notifying the International Trade Representative of the Azalea Isles when new opportunities are available for Azalean investment. This shall be handled via a dedicated channel within Parliament limited to the representative (and anyone who needs to see the channel due to administrative powers).
(b) The notification of new opportunities must include a description of the advancement, which should include what the item is and what it does, how long it shall take to develop, what the crafting recipe of the item will be, and the chance the advancement succeeds. The notification shall also include the period of patent exclusivity the investor will receive upon the successful development of the technology.
(i) Once the patent exclusivity period ends, all individuals shall have access to the crafting recipe for the item or technology.
(c) Not all technologies are guaranteed to succeed, nor are timelines to develop the item guaranteed. They are initial expectations, and there is no legal or contractual liability incurred by any party should a technology end up taking longer than their expected timelines.

3. Auction Establishment
(a) Once the International Trade Representative is notified, it is that individual’s responsibility to open an auction in a timely fashion within the Ministry of Economic Affairs server that contains the information outlined in Section 2 of this bill.
(b) Individuals, businesses, and the government of the Azalea Isles may all bid in the auction.
(i) If an individual is bidding on behalf of a business, they must make that clear in each bid they cast on behalf of that business.
(ii) The Prime Minister may bid in an auction on behalf of the Government of the Azalea Isles, only if a motion to authorize engaging in the bidding has successfully received a majority of Parliament in favor of it. The motion to authorize must also contain a budget, which the Prime Minister must not bid above. When the Prime Minister is bidding on behalf of the government, that must be clearly stated in each bid cast on behalf of the government.

(c) No auction may be set to last for less than 72 hours. Auction times must be clearly stated by the International Trade Representative at the start of the auction, and are set by the representative.

Enactment: This Act comes into force immediately upon passage.
