Restrict the sale and distribution of spawn eggs to certified Hunters and Fishermen in order to promote responsible mob handling and prevent black market breeding or wildlife exploitation.​
Preamble:
Spawn eggs pose a unique risk to ecological balance, public safety, and mob-related regulation in the Azalea Isles. Without proper oversight, unrestricted access to spawn eggs may lead to mob abuse, unregulated breeding, or unsafe trade practices. This bill ensures that only citizens who have completed the required education or professional certification in hunting or fishing are permitted to engage in the sale or trade of spawn eggs through any means.

1 - Sale Restriction of Spawn Eggs​

(a) The sale, auction, or trade of any mob or animal spawn egg is restricted to:
(i) Citizens holding an officially recognized Hunter Degree or Profession License,
(ii) Citizens holding a Fisherman Degree or Profession License, but only for spawn eggs obtained through fishing as part of their profession.
(b) This includes any method of transaction, including:
(i) Direct sales between players,
(ii) Chest shops,
(iii) Auctions, giveaways, or promotional sales,
(iv) Any trade involving spawn eggs in exchange for items, money, or services.

2 - Verification and Proof of Profession​

(a) Citizens engaging in spawn egg sales must be able to verify their Hunter or Fisherman degree upon request by:
(i) Government officials,
(ii) Ministry of Agriculture and Wildlife Park Rangers,
(iii) Market regulators or law enforcement.

3 - Enforcement and Penalties​

(a) Any individual found selling spawn eggs without proper authorization may face the following from the proper authority figures:
(i) A fine ranging from $500 to $750 per offense,
(ii) Confiscation of all unsold spawn eggs in their possession

4 - Exceptions​

(a) This Act does not prohibit the use of spawn eggs, only their commercial sale or trade.
(b) Government agencies may distribute spawn eggs for authorized purposes such as conservation, training, or events.

Enactment: This Act comes into force one (1) week after passage.
