Preamble: There is a growing gun problem on Azalea Islands. New players frequently gain access to firearms too easily, leading to reckless behavior, harassment, and server disruption. This issue not only frustrates long-term players but also discourages newcomers who lack the same resources and protections.
The Guns and Roses Bill aims to address this issue by establishing a fair, educational, and roleplay consistent system that promotes responsible firearm use.
1. Licensing
(a) A Gun License System will be introduced to regulate firearm ownership and usage. Guns will be disabled by default for all players until they have earned a Gun License by passing a test.
(b)Gun License Test:
(i)Players must complete a written or in game test about gun safety, rules, and roleplay conduct.
(ii)The test must be passed with a satisfactory score
(iii)The test can be administered in-game
(c)License Fee:
(i)A fee will be required to take the test.
(ii)The fee should be high enough to encourage new players to complete the tutorial and earn money legitimately before applying.
(d)After Approval:
(i)Upon passing, the player is granted a Gun License that unlocks access to firearms.
(ii)Repeat offenders who misuse weapons can have their license revoked and must reapply.
Enactment: This Act comes into force immediately upon passage
