Preamble: Recognizing that ministries have long operated without being allocated real funds or budgets, this Act seeks to establish a structured process for budgeting and oversight to ensure fiscal responsibility and transparency in government operations.
1. Budgeting
(a) Each ministry shall be allocated a set budget for a one-month fiscal period, as requested by the respective minister.
(b) Each minister is required to submit a budget request to Parliament for the following month during the last week of the current month.
(i) If a minister fails to provide a budget request, Parliament must convene to agree upon a budget for the ministry by a two-thirds (2/3) majority vote.
(c) On the 1st of each month, Parliament shall hold a vote to approve all ministry budget requests individually.
(i) A budget will be approved by a two-thirds (2/3) majority vote.
(1) Votes on budget requests shall remain open for a duration of 24 hours.
(ii) If any budget request is denied:
(1) Parliament shall provide a detailed reason to the respective minister.
(2) The minister must submit a revised budget request, which shall be subject to a new vote.
2. Budget Oversight
(a) Parliament shall have full oversight of all government expenditures, ensuring transparency in fund allocation.
(b) A channel, accessible by Parliament and ministers, shall be established to log all instances where a citizen is paid from government accounts. Each entry shall include:
(i) The amount paid to the citizen.
(ii) The ministry responsible for the transaction.
(iii) The name of the citizen receiving the payment.
(iv) Ministers may provide additional context or reasons for any paid transactions at their discretion.
Enactment: This Act shall come into force immediately upon its passage.
