establish the procedure for election

1 - Short Title & Enactment
(1) This Act may be cited as the "The Election Procedure Act."
(2) Prime Minister Milkcrack authored this bill
(3) This bill shall be enacted at the start of, to include, the next general election.

2 - Reasons
(1) Changing the number of seats from 8 to 7 will make the election more competitive and will allow us to have the speaker vote as a regular MP.
(2) The Oath of Office ceremony shall allow parliament to do some roleplay.

3 - Terms
(1) There shall be one electoral district, containing the entire city with 7 seats.

4 - Oath
(1) Upon being elected members of parliament may take an oath of office on discord or in-game by a representative of the crown.
(2) The oath shall be as follows: "Do you solemnly affirm that you will support and defend the Constitution of the Azalea Isles against all enemies, foreign and domestic; that you will bear true faith and allegiance to the same; that you take this obligation freely, without any mental reservation or purpose of evasion; and that you will well and faithfully discharge the duties of the office on which you are about to enter.'
(3) Members may affirm the oath with either 'I do' or by repeating it in the affirmative.
(4) This oath shall be purely ceremonial and shall serve no legal purpose.
