Establish the Budget
Preamble: Ministries need guidance and accountability for how much they should be spending on a regular basis. This bill provides Parliament with input into spending, while maintaining a need for passage.
1. Establishment of a Government Budget
(a) The Government shall not be allowed to give itself any money that was not lawfully appropriated to them through the process outlined in this Act.
(i) This includes printing, redistributing, or any other action to insert more money into the economy than was authorized by the provisions of this Act.
(b) Parliament shall create and designate a budget for each Ministry, Government Agency, and any other applicable units every two months.
2. Proposal of the Appropriations Bill
(a) Any Member of Parliament may propose an appropriations bill, establishing a budget for the government, to be considered and voted upon.
(i) In the event where two different budgets are proposed at the same time, the Majority Leader will be able to determine which bill is to be voted upon first.
(ii) No budget bill may be proposed to overturn a previous budget. Once a budget bill has passed, Parliament cannot revoke or override it until its two-month duration has been completed.
3. Failure to Pass a Budget
(a) In the event where an appropriations bill fails to pass Parliament, and the previous two-month budget has elapsed, any leftover money from that budget may be used for on a day-by-day basis until a new budget has been passed.
(b) In the event where an appropriations bill fails to pass Parliament more than 7 days after the previous one expired, all Members of Parliament will have their salaries cut to $0 until a new budget is passed.
4. Emergency Expenditures
(a) Ministries may send money from its allocated budget to another Ministry without the approval of Parliament, for emergency purposes. The amount of money allocated simply cannot exceed the total appropriations for all Ministries authorized by Parliament.
(b) Parliament also reserves the right to pass an emergency appropriations bill, providing more money to the Ministries in that budget, should they believe it is necessary to do so.
5. Salaries
(a) The government may pay salaries to any government occupation without having funds authorized through an appropriations bill, since salaries cannot be tracked accordingly.
(b) Ministries will be expected to maintain a public record of salary amounts, and to disclose any changes to salary increases or decreases.
6. Legal Settlements
(a) In the event where the government is found liable in a civil suit, the government shall retain $100,000 as monthly liability insurance. This monthly liability insurance will renew at $100,000 each month accordingly, without being allocated towards a budget. In the event that the government is found liable to pay more than $100,000 in a month, then Parliament must authorize additional spending.
Enactment: This Act comes into force immediately upon the election of the next Parliament.
