Preamble: This bill aims to propose a new budget system aligned with the majority required to take government. It also established a proper routine for wages allowing no single person direct control of their own wage. This bill also seeks to ratify export into the law to make this easier to consider when proposing budgets for each month.
Recognizing the stature of the Prime Minister this bill allocates the PM with a discretionary budget to use as the Prime Minister pleases but is encouraged to use on the government’s behalf. Subject to overview by Parliament. It also repeals the Fiscal Allocation and Management Act.
1. Budget
(a) Parliament is to allocate a budget before the 3rd of each month for the current ministry portfolios as established by law.
(b) If a new portfolio is established during term requiring a budget, a proposal and vote will be held on that within 3 days of such a portfolio being granted assent by her Majesty the Queen.
(c) Each minister will request a budget from the PM who then if approves will put forward it to Parliament. Budgets are to be presented 1 by 1 for each ministry & vote held by the Speaker.
(d) The budget requires a simple majority to pass
(e) The vote for the budget shall be open for 48 hours or until a simple majority is reached and the speaker calls the results.
(f) If a budget fails the speaker will sum up the reasons why and present them to the PM
(g) In awaiting of a budget the following expenses shall still be honored without change.
(i) Government & Cabinet wages
(h) Should parliament reject equal to or more than 3 ministry budgets. All parliament wages shall be set to 0,- per increment until a budget for all ministries is approved or the sitting government is replaced by a new one
(i) Should parliament still reject the second amended Prime Ministers budget proposal, parliament shall propose a budget and vote on it. Which can be no less than 10 000, - per ministry.
2. Cabinet Wages
(a) The Prime Ministers wage shall be decided by a vote in Parliament each month before the 3rd of each month.
(b) Any member may propose a change to the Prime minister’s wage
(c) The Prime Ministers wage shall be decided & passed by a simple majority vote.
(d) The Prime Minister decides the wages of Ministers and members of the Prime Minister’s office.
(e) The Prime Minister is mandated to report changes in Cabinet wages to Parliament within 48 hours of them changing
3. Parliament Wages
(a) Parliament will vote on their own wage & the Speakers wage at the beginning of each month
(b) Vote must have reached a conclusion within the 5th day of the month
(c) Has a vote not reached a conclusion within the 5th day of the month the Prime Minister will establish parliamentary wages until the next month.
3. Export and Budget implications
(a) Money created by export deals will not be allocated to said ministry budget
(b) Money spent to procure items for export will be counted towards the ministry in questions budget
(i) Exemptions to 4.b is outlined here
(c) If the Ministry in charge of the export deal can show that a deal will net 0, - or positive Within 30 days of expense it shall not be considered part of the budget.
(i) “For example, purchasing a block to sell to another nation for more, directly within 30 days”
(d) Following regulations are set on purchases for export to prevent overspending:
(i) The expenses outlined in 3.3 can never exceed the amount of 125 000,- at any given time or 50% of the gov balance whichever happens first.
(ii) The MEA is required to produce a report at sunday every week about current purchasing costs, costs expected to net 0,- or positive, progress of such contracts and when they are expected to net 0,- or positive.
4. Oversight
(a) A channel will be kept where all cabinet expenses/transactions are logged.
(b) All MP's will always have access to this channel.
(c) The transaction log will retain the following information:
(i) Name of sender
(ii) Name of recipient
(iii) Amount
(iv) Ministers are encouraged but not required to provide a comment to the transaction giving context to it
5. Prime Minister budget
(a) The Prime Minister shall control a discretionary budget of 15 000, - per month.
(v) The Prime Ministers budget is subject to the same regulations outlined in section 4 of this bill.
Enactment: This Act comes into force immediately upon passage.
