Amend Open The Port Act

Preamble: Change the current port leasing system in order to allow an inlet for smaller companies to complete and compete for small international orders to push for better economic growth.

1. Amendments
(a) The following “(3.(c)) Dock D shall be initially auctioned for a one month period, lasting through June.” shall be be amended to “(3.(c)) Dock D shall be Designated as a free port accessible to all companies with applications approved by the MEA.

2. Additions

(a) Under section 2 “Trading Rights” the following shall be added:
(a.i) “(c) Freeport regulations
(a.ii) “(c.i) Companies may apply with the MEA for free port access, at which point they shall be allowed to view offers made by international partners to the free port. Companies may then use this access to accept offers made to the free port and communicate about order drop off. . Free port access may not be used as a point to import items; only exports may occur through the free port.
(a.iii) “(c.ii) All “Free Port” orders shall be subject to a 5% tax, based on the total value of each order. 10% of the proceeds of this tax shall be given to the Regalis Royal Ministry of Trade.
(a.iv) “(5.h) In the case of a long term absence of an ITR the Minister of Economic Affairs will take on the responsibilities until the position can be filled.

Enactment: Immediately upon passage.
